summary description: The Program Manager provides direction and supervision for one or more programs and staff. With an eye to the mission of the agency, the position insures quality provision of services, adherence to funding guidelines and continuous improvement and innovation. This position supervises Mutual Housing at the Highlands, Building Bridges and Omega.
Essential Duties and Responsibilities:
- Overall coordination of one or more programs, which serve both homeless individuals and residents of supportive housing sites.
- Construct program budget and monitor monthly invoicing.
- Assign duties and coordinate activities of Case Managers and support staff in providing services to clients.
- Supervise program staff in accordance with LSS policies and applicable laws (interviewing, hiring, training, reviewing)
- Provide leadership for staff meetings, field instruction, and necessary evaluation and review of activities to promote effective program development, implementation and operation.
- Provide effective supervision to staff in the areas of: client engagement, milieu management, whole person case management, discharge planning, ready to rent, documentation and safety.
- Responsible for both meeting and reporting on contract objectives.
- Represent LSS to community, churches, and other service providers.
- Monitor Caseworker’s compliance with program rules and requirements on behalf of clients.
- Relate to benefit workers, landlords and other service providers on behalf of program.
- Coordinate, educate, and provide mediation (if staff or client disputes) with outside service providers who provide services to clients.
- Provide effective coordination between LSS and its program collaborators, both individual providers and agencies; in order to insure effective program functioning.

- BA with three years of supervisory experience. Masters Degree preferred. Has knowledge of, and is experienced in working with, the human service delivery system, especially the delivery of services to the homeless, and can relate to diverse agencies.
- Knowledge of: housing first, harm reduction, trauma informed services, critical time intervention, and milieu management.
- Knowledge of HUD and government benefit programs preferred.
- Experience with, and sensitivity for, people with histories of homelessness and diagnoses of mental health, substance use, HIV.
- Experience in working with both adults and transition-aged youths preferred.
- Experience in starting up and developing new programs.
- Ability to generate reports in a timely manner.
- Ability to develop constructive relationships with staff of local agencies, hospitals, colleges, and churches.
- Sensitive to community issues and human needs.
- Ability to facilitate the development of the program through community and agency resources.
- Ability to communicate clearly both verbally and in writing.
- Computer skills including word processing and data base management.
- Knowledge and skill in program development, administrative procedure, supervision, crisis intervention.
- Must have a valid CA Driver License, current registration and required insurance in accordance with California Vehicle Code requirements.
Language Skills:
- Ability to read, analyze and interpret professional publications.
- Ability to write reports, business correspondence and procedure manuals.
- Bilingual in English and another language is a plus.
Reasoning Ability:
- Ability to respond to situations in a manner consistent with the philosophy of the agency and appropriate for the position.
- Ability to interpret a variety of instructions furnished in written oral, diagram or schedule form.

Salary : $70,000 - $75,000
