What are the responsibilities and job description for the Information Technology Procurement position at Luna Data Solutions, Inc.?
We have an exciting long term W2 only contract opportunity for an IT Procurement Specialist. This position will involve performing advanced (senior-level) IT sourcing work in support of mission critical functions of the client’s IT procurements. The ideal candidate should be able coordinate sourcing for large scope, high-dollar, and/or multi-award contracts by defining requirements and developing, and evaluating, as well as documenting and implementing process improvements, developing guidelines, policies, and procedures. In addition, the ideal candidate should be able to work under limited direction from the Vendor Management and Sourcing Section Director with considerable latitude for the use of initiative and independent judgment.
Responsibilities:
- Sourcing IT commodities and equipment of a specialized or complex nature, including Information Technology related goods and services.
- Complying with current purchasing policies and regulations and ensuring the client’s procurement procedures are followed.
- Prioritizing work streams and setting standards for achieving IT sourcing operational goals.
- Coordinates IT sourcing activities in accordance with agency policy, state laws and regulations through DIR Cooperative Contracts program on behalf of the Vendor Management and Sourcing section.
- Following departmental guidelines, policies, and procedures; develops schedules, priorities, and standards for achieving sourcing and vendor management program goals.
- Maintaining compliance with current procurement and contracting policies, regulations, and procedures.
- Preparing solicitation(s) to include, but not limited to, requirements for scope of work, specifications, and conditions for new contracts.
- Overseeing the distribution of and receiving quote requests to vendors.
- Reviewing and analyzing bids and makes award recommendations to Vendor Management and Sourcing management and the client's Procurement Division.
- Assisting in providing customer consultation, evaluates customer requirements, and advising in the development of specifications to achieve optimal balance between best value and cost savings.
- Conducting customer workgroups to gather input for use in developing requirements.
- Reviewing and analyzing legislation related to procurement and contracting.
- Identifying or forecasting cost savings for initial contract, extensions, and amendments compared to previous contract.
Required Qualifications:
- 8 yrs. of experience developing and implementing sourcing and vendor management-related processes, participating in, and developing solicitations, managing procurement projects, interacting with business units and legal counsel, conducting vendor discussions, and developing and administering contracts.
- 8 yrs. of experience and/or in-depth knowledge of state of Texas procurement laws, regulations, procedures, and contract management guidelines.
- 8 yrs. of work experience in developing standard form and applying the appropriate contract instrument for various acquisition strategies.
- Prior work experience communicating effectively to individuals and groups; and providing presentations in formal and informal settings, including the agency’s Directors.
- Prior work experience managing third-party vendors.
- Current Texas resident within commuting distance of Austin, TX
Preferred Qualifications:
- 8 yrs. of experience in IT procurement and contract management/negotiations supporting Federal, State, Local Government or Educational institutions
- Certified Texas Contract Manager (CTCM) certification.
- Certified Texas Contract Developer (CTCD) certification.
