The Texas Comptroller of Public Accounts (CPA) is seeking a highly experienced Senior PeopleSoft CAPPS Financials Accounts Payable (AP) Functional Consultant to support the CAPPS (Centralized Accounting and Payroll/Personnel System) Program. The consultant will serve as the functional subject matter expert (SME) for the PeopleSoft FSCM 9.2 Accounts Payable module, providing production support, system configuration, enhancements, issue resolution, testing, and business process improvements across multiple Texas state agencies.
The ideal candidate will possess extensive experience supporting CAPPS Financials, PeopleSoft FSCM 9.2, and State of Texas financial systems while working closely with business users, technical teams, vendors, and stakeholders.

Key Responsibilities
- Serve as the functional SME for the PeopleSoft FSCM 9.2 Accounts Payable (AP) module.
- Configure, maintain, and support CAPPS Financials Accounts Payable functionality.
- Analyze business requirements and prepare Functional Design Documents (FDDs).
- Perform system configuration, setup, testing, implementation, and production support.
- Support Accounts Payable processes including:
- Voucher processing and approvals
- Vendor setup and maintenance
- 2-way, 3-way, and 4-way matching
- AP Workbench
- Excel Voucher Upload
- Batch EDI Voucher Processing
- Invoice processing and exception handling
- Payment processing, cancellation, and reissue
- Withholding configuration
- Month-end and Fiscal Year-End processing
- Support integrations between Accounts Payable and Purchasing, General Ledger, Asset Management, Commitment Control, Project Costing, Cash Receipts, and USAS.
- Monitor and troubleshoot CAPPS batch jobs (Run My Jobs), resolving failures and performance issues.
- Coordinate system enhancements, patch releases, upgrades, and PeopleSoft Update Manager (PUM) activities.
- Support Disaster Recovery testing, upgrade testing, and production deployments.
- Coordinate User Acceptance Testing (UAT), regression testing, and functional validation.
- Provide Tier 2 production support and resolve complex incidents using ServiceNow and other ITSM tools.
- Participate in Major Incident Management (P1/P2) and root cause analysis.
- Ensure compliance with State of Texas policies, ITIL processes, security standards, and WCAG 2.1 accessibility requirements.
- Collaborate with business users, technical teams, vendors, and agency stakeholders.
- Prepare documentation, reports, presentations, and training materials.
- Support audit requests, fiscal year-end activities, and statewide ERP initiatives.
- 12 years of experience with Oracle PeopleSoft FSCM 9.2.
- 12 years of functional experience supporting the Accounts Payable (AP) module.
- Strong experience with CAPPS Financials and State of Texas ERP implementations.
- Extensive experience configuring and supporting PeopleSoft Financials.

- Strong analytical, troubleshooting, communication, and documentation skills.
- 10 years supporting Texas State Government agencies.
- Experience with CAPPS, USAS, TINS, and other State of Texas financial systems.
- Experience supporting statewide ERP implementations.
- Experience preparing executive presentations and audit documentation.
- Experience coordinating Fiscal Year-End activities.
- Experience leading cross-functional initiatives and mentoring junior analysts.
