Job Summary:

The Meter Reader/Laborer employee, under the supervision of the General Manager and Assistant General Manager, performs semi-skilled mechanical and operations work completing routine and special maintenance, repair, overhaul, installation, and operations of water and system mechanical equipment and facilities and the powered and mechanical equipment used in the work. Work requires 24-hour standby or on-call status and is performed in a field setting. Work normally is accomplished in a 40-hour week, but some overtime may be necessary. Employees use some independent judgment and considerable initiative in performing assigned duties.

Education and Experience:

  • A minimum of a high school diploma or equivalent.
  • Class C Groundwater license/experience preferred.
  • Must be able to pass a drug test and criminal background check.

Operational Duties:

  • Reads meters monthly.
  • Operates, maintains, repairs, overhauls or install all types of water distribution system components, such as piping, valves, hydrants, meters, meter boxes and other appurtenances.
  • Operates mechanical equipment such as backhoe, trencher, trucks, etc.
  • Routine maintenance including stocking of supplies on company vehicles (trucks, backhoe, trencher).
  • Performs housekeeping functions to maintain water production facilities in primary operating condition, including cleaning, painting, washing and grounds keeping tasks.
  • Responds to emergency conditions according to standard procedures.
  • Performs other duties as assigned by the General Manager, Assistant General Manager or Office Manager.

Required Knowledge and Skills:

  • Progressive knowledge of the principles and practices of water operations and maintenance.
  • Progressive knowledge of water system equipment, installation, overhaul, operations, maintenance, and repair.
  • Progressive knowledge of occupational hazards and safe procedures for plant operations, distribution system maintenance, mechanical maintenance and the like.
  • Progressive knowledge of the principles and practices of utility customer service.
  • Knowledge of the District's policies and procedures.
  • Prefer some skill or ability to learn trouble-shooting equipment malfunctions.
  • Ability to work safely, alone or as a crew member.

Physical Demands and Work Environment:
Tasks involve the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 150 pounds). Some tasks require visual and odor perception and discrimination. Must be able to work in all (sometimes extreme) weather conditions like thunderstorms, snow, ice, or extreme heat.
