Summary Objective

The purpose of this position is to process requisitions, quotes, purchase orders, non-competitive and maintenance/support contracts. Duties include market research to validate requests, use the bidding platform to obtain quotes, submit contract requests to Metro Council as requires, manage surplus property, and disposition, and assist in training departments.

This class works under general supervision, independently developing work methods and sequences.

Essential Functions

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Reviews and corrects purchase requisitions in conformance with policies and procedures.
  • Contacts vendors, obtains price quotes, orders needed items from vendors with the lowest price and meet specifications, and explains public procurement procedures to the departments.
  • Prepares invitations to suppliers to quote for equipment, supplies, products, or services.
  • Requests and reviews maintenance agreements.
  • Collects statistical data, prepares, and submits reports on department activity and operations, completes special projects, and prepares correspondence to vendors and departments.
  • Reviews requests for non-competitive contracts and recommendation for approval. Validates justification for approval.
  • Reaches out to suppliers to obtain needed compliances.
  • Assists Department/Agency with following Procurement Policies and Procedures both in person and virtually.
  • Assists Department/Agency with Non-Competitive Contract Requests that need to go to Metro Council to be entered into Prime Gov.
  • Assists AP with requisition changes.
  • Participates in procurement quarterly meetings with assigned Departments/Agencies.
  • Reviews and validates Corporative Contracts for utilization by Metro Departments.
  • Fulfills Open Records requests for procurement records.
  • Assists suppliers with registering into the bid platform and answer any questions. Provides technical support for suppliers seeking to do business with Metro.
  • Coordinates all Surplus Property auctions and disposition of assets and collection of funds.
  • Coordinates the drafting and compliance of contracts with Metro Council procedures.
  • Performs related work as assigned.

Minimum Education And Experience Requirements

  • Bachelor’s Degree in Finance, Business or Public Administration or related discipline.
  • One (1) year of equipment, supplies, services or commodities purchasing or buying experience or an equivalent combination of education, training and experience.

PHYSICAL DEMANDS

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
