Summary Objective

The purpose of this position is to support and assist in the development, negotiation, and implementation

of collective bargaining agreements, assist in the administration of collective bargaining agreements, and

maintain positive relationships with labor unions.

This class works independently, under limited supervision, reporting major activities through periodic

meetings.

Essential Functions

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Communicates effectively with union representatives, management, and employees to ensure compliance with collective bargaining agreements.
  • Assists with the drafting of proposals and counter proposals.
  • Assists with the development and implementation of policies and procedures to support the organization's labor relations programs.
  • Reviews and analyzes collective bargaining agreements, labor laws, and regulations to identify potential areas of concern and recommend solutions.
  • Provides guidance to management on labor relations issues, including grievances, contract interpretation, and disciplinary actions.
  • Assists in the administration of labor contracts, including monitoring compliance with contract provisions, processing grievances, and responding to union inquiries.
  • Conducts research and prepares reports on labor relations issues for senior management.
  • Collaborates with other departments to ensure alignment of labor relations programs with overall organizational goals.
  • Coordinates legislative approval and execution of CBAs and related documents.
  • Maintains official labor relations records and documentation.
  • Develops and maintains labor relations forms, templates, and administrative processes.
  • Coordinates labor-management meetings and prepares agendas, minutes, and supporting materials.

Minimum Requirements

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

  • Associate’s Degree in Labor Relations, Human Resources, Law, Business or Public Administration, or related discipline.
  • Three (3) years of experience with clerical or administrative, customer service, human resources, labor relations, or related experience.

EQUIVALENCY

  • An equivalent combination of education, training and experience may be substituted.

Other Minimum Requirements

  • Must possess and maintain a valid state driver’s license with an acceptable driving history.

PHYSICAL DEMANDS

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

UNAVOIDABLE HAZARDS (WORK ENVIRONMENT)

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.
