Job Description
Incumbent serves as the assistant to the Accountant Manager 2 and has primary responsibility for the following:
- Internal Payroll
- Investment Financial Reporting
Must have knowledge of:
- Generally accepted accounting principles (GAAP) including pension accounting and financial reporting requirements of Governmental Accounting Standards Board (GASB) and Financial Accounting Standard Board (FASB)
- Civil Service rules and regulations
- Internal Revenue Code and regulations
- Federal Automated Clearing House (ACH) rules and regulations concerning electronic transfers (EFTs)
- Social Security Administration
- Federal and State payroll rules and regulations
- Fair Labor Standards Act as it relates to all types of employees
- Louisiana Revised Statutes
- Agency internal Statements of Investment Objectives on General Issues and Investment Manager Guidelines.
- Global Investment Performance Standards (GIPS)
- LASERS internal policies and procedures
- Integrated accounting and computer systems

ESSENTIAL DUTIES AND RESPONSIBILITIES:
50% INTERNAL PAYROLL
Responsible for the following areas:
- Payroll functions relating to federal tax laws
- Administering Deferred Comp plans
- External reporting requirements i.e., W-2, W-3, and L3, IRS Forms 941,1095-C,1094-C and other required quarterly reports; all electronic tax payments and ensures compliance with IRS filing requirements
- Reconciliation of payroll expenses and liabilities on a monthly basis
45% INVESTMENT FINANCIAL REPORTING
Provides key support role to Accountant 4 investment accounting staff such as:
- Assisting in preparation of private equity fund quarterly reconciliations for approval by Accountant 4.
- Assisting in maintaining files and records related to private equity and global multisector emerging market debt portfolios.
- Assists in reviewing and analyzing investment manager invoices for contractual compliance and submits invoices and analysis for approval and payment.
- Daily reconciliation of internally managed domestic equity fund.
- Preparation of the reconciliation for the Self-Directed and Optional Retirement Plans.
- Assists with the accounting and analysis of complex investment transactions to ascertain proper classification, reporting, and compliance with established guidelines and controls that include transactions related to foreign and domestic equities/fixed income securities, foreign currency exchange, alternative investments including hedge funds, real estate and venture capital partnerships.
- Assists with the monthly close and generation of LASERS financial statements.
- Assists with the external audit and preparation of year-end financial reports which include LASERS actuarial valuation, Annual Comprehensive Financial Report (ACFR), Summary Annual Report (PAFR), and Retirement Systems Building Partnership financial statements. This includes preparation of the specialized fair value, deposit, and investment risk disclosures that are part of LASERS annual financial statements that must be compliant with GASB standards. Also, this includes the preparation of the specialized Investment Section of LASERS ACFR which must comply with Government Financial Officers Association (GFOA) guidelines.
- Reviews accounting work papers to verify accuracy of the financial information presented.
- Prepares required analytics, investigates questionable data, and recommends corrective action (if necessary).
- Prepares journal entries.
- Prepares monthly reconciliations of assigned general ledger accounts. Updates monthly general ledger reconciliation control report.
- Reviews and posts entries to General Ledger and subsidiary ledgers as needed.
5% OTHER DUTIES
Other special projects as assigned.
