About This Position
This position provides functional supervision and technical leadership to 3-4 Program Specialists, organizing workloads and setting project priorities. The incumbent assists management with administrative matters, special assignments, and escalated issues from internal and external stakeholders. Responsibilities involve the Office of Operations' Maintenance Management System (MMS), the MQAIMRP program, non-movable asset tracking, reporting, and related inquiries. These duties require thorough knowledge of AgileAssets, ATOM AI, the Plant Maintenance module of LAGov ERP, and DOTO non-movable asset databases.
While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Services laws, rules and regulations, as well as DOTD policies, procedures, manuals, and directives.

Minimum Qualifications
Five years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
Six years of full-time work experience in any field plus two years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
A bachelor's degree plus two years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
An advanced degree plus one year of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services.
Experience Substitution
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties And Other Information
- Provides functional leadership and technical oversight for 3–4 Program Specialists by coordinating workloads, setting priorities, reviewing work for accuracy and compliance, delivering training, and serving as the subject matter expert (SME) for Maintenance Management System (MMS) operations and system implementations.
- Serves as the district's technical expert for MMS and MQNMRP programs, interpreting policies and regulations, analyzing operational data, resolving complex issues, overseeing compliance, testing, reporting, and advising district leadership on program requirements and process improvements.
- Leads district asset management activities by serving as the SME for assigned roadway assets, ensuring data integrity and statewide consistency, coordinating with central office staff, and maintaining compliance with DOTD asset management standards.
