Louisiana Bridge Builders (“LBB”) is designing and building the new I-10 Calcasieu River Bridge in Lake Charles, Louisiana (USA) for the Louisiana Department of Transportation and Development (LADOTD). LBB will also be responsible for the reconstruction of interstate highway, various structures, ramps, and approaches for a 5.5 mile stretch between I-210 West End and Ryan Street.

POSITION PURPOSE/SUMMARY 

The Hazardous Materials Manager is committed to supporting Louisiana Bridge Builders by overseeing the overall management responsibility of hazardous materials encounter in the project including classifications, handling, transportation and disposal. Ensures workplace safety, environmental protection, and regulatory compliance across all operational areas dealing with hazardous substances.    

LOCATION 

This position is based in Lake Charles, LA.  

PRIMARY DUTIES & RESPONSIBILITIES 
  1. Develop and implement comprehensive and effective Hazardous Materials and Wastes Management Plan in accordance with OSHA regulations.
  2. Identify potential environmental impacts and emergencies associated with site-specific construction activities.
  3. Develop and implement response procedures to construction site environmental accidents and emergencies, and for the prevention and mitigation of the environmental impacts that may be associated with them.
  4. Perform annual reviews and revisions to the Hazardous Material and waste management plan, or as needed, particularly after occurrences of Hazardous material spill/environmental accidents and emergencies.
  5. Develop and implement a Materials Management Plan that describes processes and procedures for management of hazardous and non-hazardous solid waste in accordance with current applicable laws and regulations and compatible with the Project schedule and budget. 
  6. Conduct regular inspections to verify that workers are adhering to environmental and safety regulations and guidelines pertaining to hazardous materials management. 
  7. Create and implement emergency response procedures to swiftly and efficiently handle hazardous spills or releases when necessary.
  8. Develop and implement effective training sessions on hazardous materials, waste regulations and contamination guidelines to ensure all employees are well-informed and comply with safe handling practices.
  9. Maintain accurate and detailed records of hazardous waste management activities, inspections, and training sessions.
  10. Develop and implement plans and inspections described above in accordance to effective and optimized use of resources and compatible with the Project Schedule and Budget
  11. Oversee labeling, inventory tracking, and safety data sheet (SDS) management.
  12. Conduct inspections to ensure compliance with environmental and safety regulations and maintain current knowledge of hazardous waste regulations to update response plans accordingly.
  13. Coordinate with emergency response teams and lead hazardous material spill response and cleanup activities.
  14. Liaise with regulatory agencies and prepare necessary reports and documentation.
  15. Investigate incidents involving hazardous materials and implement corrective actions.
  16. Hire, motivate, and lead a high-performing team through coaching, top-tier talent retention, and directed recruiting efforts.
  17. Supervises team, including training, providing work direction, problem-solving assistance, reviewing performance, recommending salary increases, promotions, transfers, demotions, and terminations. 
  18. Identify certified disposals within the area of the Project to manage the expected hazardous and non-hazardous materials involved in the project.
  19. Performing all other duties and responsibilities as assigned.
KNOWLEDGE, ABILITIES, & SKILLS FOR SUCCESS 
  1. Acknowledge the construction means and methods related to roadways, bridges, drainage, earthmoving works, foundations, management of traffic, utility relocations, and typical works related to infrastructure works.
  2. Effectively communicate in a positive and professional manner through written and verbal communications in all interfaces with customers/public, fellow employees, vendors, etc.
  3. Ability to use appropriate computer programs (including, but not limited to, Microsoft Office Suite) which includes having proficient computer skills and the ability to adapt and learn as programs and processes change.
  4. Ability to work as a team member and exert initiative to work independently to reach a goal.
  5. Ability to embrace change in the workplace while encouraging others to seek innovative approaches.
  6. Ability to function effectively as a team player and collaborator.
  7. Ability to work a flexible work schedule, including additional and/or different hours, including but not limited to nights, weekends, and/or holidays, as needed, to best serve the business operations.
  8. Ability to be full-time, on- site, and available to be contacted 24 hours day/7 days a week from Commencement of Construction until Final Acceptance.
  9. Ability to maintain a current and valid driver’s license.
QUALIFICATIONS 

At a minimum, the Hazardous Materials Manager must have a high school diploma, or equivalent, along with 10 years of direct experience in hazardous materials management and dangerous goods transportation regulations (i.e. classifications, handling, transportation and disposal), preferably in the State of Louisiana, proven working knowledge of Hazardous Material/Dangerous Good transportation regulations (49 CFR, DOT), operations, and procedures, the ability to successfully complete HAZWOPER 40-hour training and annual refreshers under 29 CFR 1910.120, and a valid and current driver’s license.  A bachelor’s degree in environmental science, biology, chemistry, or a related field of study is preferred.
