Are you a dynamic leader with a passion for public transit? Loudoun County’s Transit Operations Division is seeking a highly skilled and detail-oriented Transit Program Manager to oversee the administration, compliance, and performance of Loudoun’s contracted transit operations and maintenance services.

Key Responsibilities:
• Contract & Operations Management – Oversee Loudoun County’s transit service contracts by monitoring the performance of Commuter Bus, Local Fixed-Route, Microtransit, and Paratransit services.
• Leadership & Team Development – Lead a dedicated team of county and contracted staff, providing mentorship and strategic direction.
• Performance & Data Analysis – Collaborate with the Transit Operations Administrator to utilize Key Performance Indicators (KPIs) in improving operational efficiency and enhancing customer satisfaction.
• Budget & Grants – Monitor expenses to keep transit operations within budget and oversee all transit reporting.
• Regulatory Compliance & Safety – Ensure contractor adherence to local, state, and federal regulations while fostering a strong safety culture.
• Community Engagement – Address service concerns and resolve disputes in a professional and friendly manner.

The successful candidate will ensure that all contractual agreements support the organization’s goals of delivering safe, reliable, and accessible transportation services to the community.

This position plays a critical role in contract development, vendor management, and program oversight, requiring strong organizational and communication skills.

• This position is eligible for partial telework in accordance with County and Department policies.
Bachelor’s degree in Public Administration, Business Administration, Transportation Planning, or a related field; five (5) years of related work experience in planning, public transportation, or a related field including one (1) year of supervision; or equivalent combination of education and experience.
Valid driver's license and good driving record required (driving records may be reviewed annually for continued qualification). Employment is contingent upon successful completion of criminal, credit, and DMV record background checks.

Salary : $89,450 - $156,537
