SPECIALIST, COMPLIANCE

37G (School Support Administrator, 0515)

PRIMARY DUTIES/RESPONSIBILITIES:

  • Collaborates with the unit coordinators to interpret federal and state regulations relative to implementation within the context of District policies and practices
  • Provides ongoing technical support to region Title I staff, school sites, and eligible private school sites in maintaining compliant documents for the Federal Programs Monitoring (FPM) process
  • Provides assistance to regions with conducting School Plan for Student Achievement (SPSA) trainings and tutorials for Title I schools identified as Title I Targeted Assistance School (TAS) and School Wide Program (SWP)
  • Reviews school plans to ensure compliance
  • Assists with disseminating Title I; Title IV; and Title I, Private Schools Program (PSP) information to Districts and schools and provides technical assistance to prevent and resolve noncompliance problems
  • Analyzes and communicates with regions and schools regarding the information contained in compliance-related documents
  • Assists regions with monitoring school-site categorical budgets based on the SPSA
  • Assists with compliance reviews of Title I expenditures through P-card reconciliations, Imprest reconciliations, and Shopping Cart requests

CONTINUED PRIMARY DUTIES/RESPONSIBILITIES:

  • Conducts physical checks of school-site equipment inventories in conjunction with the region Title I staff
  • Provides technical support to District schools and eligible private schools
  • Assists in the reviewing and uploading of compliance-related documents into California Monitoring Tool (CMT) for FPM and to the Grant Management and Reporting Tool (GMART) to report fiscal data to the California Department of Education (CDE)
  • Assists with monitoring of the Title I, PSP implementation and compliance within the federal and state regulations
  • Provides support to Title I, PSP third party vendors, teacher vendors, and District program staff
  • Assists with disseminating information and provides technical support associated with all federal and state financial grants operated through the Federal and State Education Programs Office
  • Assists with monitoring of third-party contractors’ documentation and invoices
  • Provides operational support and assistance to program staff
  • Performs other duties as assigned

SALARY:

Salary: 37G, (School Support Administrator, 0515) – A Basis ($127,534 – $158,848) – 261 paid days

  • In the case of an annualized employee who is changing basis during the year, this change may result in an annualized “settlement” (i.e., the process by which the District resolves an under or overpayment).
  • For employees who change basis during the school year, this basis change may prevent them from earning a full year of service credit.
  • Selected individual may be subject to displacement due to norm allocation and seniority-based RIF provisions or due to budget limitations.
  • This position is deemed certificated under Education Code Section 44065 but may not qualify for "creditable service" under Education Code Section 22119.5 for CalSTRS benefits. However, if the candidate chosen for the position is already a CalSTRS member, he/she can fill out an election form to remain in CalSTRS and thereby obtain CalSTRS credit for this service.

MINIMUM REQUIREMENTS:

  • At least five (5) years of successful, full-time public school service in a certificated position(s)
  • A valid California Administrative Services Credential
  • An earned master’s degree or advanced degree of at least equivalent standard conferred by a regionally-accredited college or university
  • Completion of required Multicultural Education and Master Plan coursework*

Employees who have been issued a below standard Performance Evaluation, or Notice of Unsatisfactory Act(s) and/or Suspension shall be ineligible for application to any promotion process for one calendar year following the issuance of such a Notice.

DESIRABLE EXPERIENCE/QUALIFICATIONS:

  • Understanding of state and federal laws, compliance rules, and District policies and procedures, as they relate to specially-funded programs and compliance
  • Experience with the development and evaluation of the School Plan for Student Achievement
  • Experience as a school-site Title I coordinator
  • Experience with Federal Program Monitoring
  • Experience with District budget guidelines and implementing program budgets
  • Experience with presenting to large and small groups
  • Knowledge of and familiarity with Consolidated Categorical Aid Programs, California Education Code, Elementary and Secondary Education Act (ESEA), and Every Student Succeeds Act
  • Knowledge of District initiatives such as California Content Standards, Teaching and Learning Framework, and the District’s English Learner Master Plan
  • Knowledge of District policies and procedures for procurement and contracts
  • Excellent interpersonal skills and oral and written communication skills
  • Expertise in the use of technology for communication and as a management and instructional tool
