Under general direction, plans, directs, organizes, and administers cost-effective business services programs and financial management services for school and community college districts, joint powers agencies, and community organizations within Los Angeles County.

The Well Qualified Candidate Will Possess the Following

Knowledge:

  • Principles and procedures of public school-based business administration and management, including feasibility studies, cost benefit analyses, public school business management, attendance accounting, and budget development
  • Principles and practices of public program management
  • Research and evaluation techniques
  • Principles of budget administration
  • Enterprise financial systems, data analytics tools, and automated reporting platforms for fiscal data
  • Standardized Account Code Structure (SACS)
  • Federal, state, and local laws including legislative mandates as related to the public sector business operations of California public schools
  • Specialized public school fiscal programs, such asTax and Revenue Anticipation Notes (TRANs), Certificates of Participation (COPs), School-based Medi-Cal Administrative Activities (SMAA), unemployment insurance, and charter school fiscal oversight
  • Fundamental concepts of employment laws, codes, and regulations, including EEO, FLSA, FMLA, and Cal/OSHA and applicable provisions of collective bargaining agreements

Required Education and Experience

Education: A bachelor’s degree from an institution of higher learning recognized by the Council of Higher Education Accreditation. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing.

Experience: Four years of experience in business administration or business services management, involving project management, fiscal analysis, and budget administration. Two years of the required general experience must be in a lead capacity.

Additional Requirements: A valid California driver’s license and the availability of private transportation or the ability to obtain transportation between job sites is required. Public sector or school-based business experience is preferred.

Hybrid remote schedules may be available.

Selection Process

Candidates who meet the minimum requirements above will be invited to participate in an examination that may consist of a Technical Interview.

Candidates who pass all exam parts are ranked according to overall exam score and placed on an eligibility (hiring) list. Vacant positions are filled from the top three ranks. Eligibility lasts for 12 months; however, additional recruitment may occur under a separate bulletin with additional candidates being merged onto the eligibility list. Some positions that involve public contact may require bilingual proficiency for which selective certification may apply (Education Code 45277.5). In addition, the eligibility list resulting from this examination may be used to fill vacancies in related job classifications for which no eligibility list exists (Education Code 45272). Veterans' Credit may be awarded for entry jobs.
