MISSION:
DEFINITION:
Conducts investigations, analyses, and special studies of the more difficult and complex problems, plans, and programs involved in disaster/emergency preparedness.
Essential Job Functions
Participates in planning disaster/emergency preparedness projects and functions such as meetings, educational programs, training exercises, and other forms of preparedness.
Analyzes and interprets State and Federal regulations pertaining to disaster/emergency activities and advises County officials regarding compliance with such regulations.
Travels to attend meetings, conferences, trainings, or exercises, which may include overnight stays, in relation to specific job duties.
Supervises County employees providing disaster/emergency services, when required.
Regional Disaster Medical and Health Specialist Program (RDMHS)
Assists in the development, implementation, and evaluation of medical and health plans, manuals, guidelines, and operational plans based on regional and statewide documents.
Supports the Los Angeles County EMS Director in planning and response to local, regional, State, and national emergencies.
Grants Program
Prepares reports and applications connected with Federal and State subventions for disaster/emergency preparedness planning, training, and operations.
Participates or conducts audits on grant purchases and maintains inventory management of grant funded emergency/disaster supplies and equipment.
Medical and Health Operational Area Coordination Program (MHOAC)
Analyzes, and makes recommendations concerning the more complex medical and health disaster/emergency preparedness problems, plans, and programs involving the County and its municipalities, private industry, and the general public.
MHOAC and RDMHS
Consults with County officials and employees concerning disaster/emergency plans and activities, including the need for provision of mutual aid.
Requirements
SELECTION REQUIREMENTS:
Four (4) years of experience in a responsible administrative or staff capacity dealing with the investigation and solution of problems of organization, management, or coordination of governmental disaster or emergency services programs.
No Out-of-Class experience will be accepted for this examination. Withholds are not allowed.
LICENSE:
A valid California Class “C” Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS II – Light:
This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
Desirable Qualifications:
Additional credit will be given to applicants that possess the following:
- Additional experience in excess of the Selection Requirements. Bachelor’s degree
- from an accredited institution in Emergency Management or Homeland Security.
- Experience in a healthcare, public health or an emergency medical services provider setting.
- Certificate of completion for the following courses:
- Homeland Security Exercises and Evaluation Program (HSEEP) Training Course
- IS-100 C: Introduction to the Incident Command System
- IS-700.b: An Introduction to the National Incident Management System
- IS-2200 Basic Emergency Operations Center Functions
- SEMS G606: Standardized Emergency Management System Introduction
- Administrative Capacity in the County of Los Angeles is defined as: Experience at the level of independent responsibility for assignments of complex difficulty analyzing and making recommendations for the solution of problems of organization, budget, personnel information services, programs, facilities planning, materials management, and general management.
- Develop and/or analyze emergency response plans, policies, and procedures.
- Collaborate with stakeholders from multiple sectors across local, county, state, or federal level to coordinate disaster preparedness activities, including exercises, functional or large-scale drills and tabletop exercises.
- Provide support, expertise, and guidance to stakeholders on best practices for disaster preparedness, response, and recovery in a real incident.

- Hospital Preparedness Program

- Regional Disaster and Medical Health Program
- Public Health Emergency Preparedness Program

Accredited institutions are those listed in the publications of regional, national or international accrediting agencies which are accepted by the Department of Human Resources (DHR). Publications such as American Universities and Colleges and International Handbook of Universities are acceptable references. Also acceptable, if appropriate, are degrees that have been evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services or the Association of International Credential Evaluators, Inc.

EXAMINATION CONTENT:
An evaluation of your experience, education, and desirable qualifications based on your application information weighted 100%.
Candidates must achieve a passing score of 70% or higher on this examination in order to be added to the eligible register.
ELIGIBILITY INFORMATION:
Applications will be processed on an "as-received" basis and those receiving a passing score will be added to the eligible register accordingly.
The names of candidates receiving a passing score in the examination will be added to the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.
No person may compete in this examination more than once every twelve (12) months.
SPECIAL INFORMATION:
Appointees may be required to work any shift, including evenings, nights, weekends, and holidays.
