SHOP FOREMAN
POSITION SUMMARY
- Performs all maintenance and repairs on township owned vehicles, directs and supervises the unionized Mechanic’s position or positions. This job has a very high level of skilled mechanical aptitude required for work in the repair and maintenance of Township’s fleet of vehicles. The vehicle fleet consists of the following list of vehicles, including but not limited to: dump trucks, pick up trucks, vans, cars backhoes, skidsteers, loader, packer trucks, front end loader and all other equipment owned or leased by the Township.
In addition, this position is responsible for maintenance of heating and air conditioning equipment in the municipal buildings and sewer department equipment such as generators and miscellaneous equipment.
- This position repairs and overhauls automobiles, trucks, backhoes, boom mower, packer truck, flush truck, front end loader, skid steers and other equipment including paving equipment, lawn equipment and other Township owned equipment. This position also helps with snow plowing and other Highway Department work as necessary. The work involves significant initiative and independent judgment and the ability to make good decisions. Extensive mechanical ability and trouble shooting mechanical issues.
- The Shop Foreman is normally scheduled to work Monday through Friday 7:00 am until 3:30 pm. During winter months this schedule will vary to conform to vehicle breakdowns and winter storms.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- While performing the duties of this job, the employee is frequently required to stand; walk; normal dexterity in fingers and hands and reach with hands and arms. The employee is occasionally required to sit; climb or balance, stoop, kneel, crouch, or crawl, talk or hear and smell.
- The employee must frequently lift and/or move up to 75 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
- While performing the duties of this job, the employee frequently works in outside weather conditions. The employee occasionally works near moving mechanical parts; in high, precarious places; and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, and vibration.
- The noise level in the work environment is usually moderate when indoors and noisy while in the field.
- Manages and supervises the mechanic/mechanics within the Highway Department to achieve goals with available resources; plans and organizes workload and staff assignments, motivates and gives feedback to assigned staff; reviews progress and directs changes as needed and actively supports the safety committee in its endeavors.
- Implements maintenance schedule and keeps repair and maintenance records on all equipment owned by the Township.
- Conducts state inspections on all fleet vehicles.
- Performs electrical and acetylene welding.
- Repairs vehicles, performs emergency road service Exercises supervision over Township mechanic/mechanics to make sure job is getting done efficiently and safely.
- Works with Township department heads and employees to accomplish common goals of the Township by managing the fleet.
- Prepares and documents budget requests for vehicles and mechanical equipment; administers the adopted budget in assigned areas of responsibility.
- Develops and implements vehicle maintenance and repair policies and procedures to improve efficiency and effectiveness of operations with direction from the Working Highway Foreman and Manager.
- Manages, maintains, oversees and performs Township equipment such as generators for buildings and pump stations, lawn tractors and other equipment.
- Determines work procedures, prepares work schedule, and directs workflow efficiently.
- Issues written and oral instructions; assigns duties and examines work for accuracy and conformance to policies and procedures.
- Communicates plans, policies and procedures to staff.
- Mows grass in the summer and plows snow in the winter as needed to help.
- Supervises highway mechanical employees whose activities include, among other things:
o Maintenance of equipment and facilities
- Enforce the Collective Bargaining Agreement and implement all policies and changes directed by the Board of Supervisors and Manager.
- Ability to perform electrical, plumbing and carpentry work to enable staff to do routine maintenance of the Township physical plant.
- Work with the Board of Supervisors and the Township Manager to coordinate the hiring of all new mechanics.
- Supervise the vehicle replacement programs, which includes recommending vehicle replacements and purchases.
- Third in line for 24-hour on-call for various conditions requiring immediate Township response – storm sewer problems, downed trees, snow and ice removal, etc.
- Prepares regular and special reports as required by the Township Manager.
- Performs all tasks as required by the Highway Foreman, Board of Supervisors and/or the Township Manager.
QUALIFICATION REQUIREMENTS
Knowledge and Abilities
- Knowledge of the principles of operating and construction of automotive and truck mechanics.
- Ability and skill in locating and correcting defects in vehicles.
- Skills in the care and use of the tools and equipment used in the repair and adjusting of motor vehicles.
- Knowledge of the hazards and safety precautions of trade.
- Knowledge of street construction and repair methods.
- Knowledge of inspection methods and techniques.
- Knowledge of principles of effective supervision.
- Ability to carry out complex tasks with accuracy.
- Ability to understand and carry out written and oral instructions.
- Ability to train, motivate, and supervise personnel effectively.
- Ability to clearly and effectively communicate orally and in writing in the English language.
- Ability to plan, organize and complete assigned tasks in a timely fashion and maintain accurate records of work performed.
- Ability to organize and maintain accurate records and files.
- Ability to analyze and prepare reports.
- Ability to work and communicate effectively with Township employees, elected officials, other agencies, and the public.
- Ability to operate the tools and equipment listed below.
- Sufficient physical stamina to work long hours, both indoors and outdoors frequently under emergency or adverse weather conditions.
- Ability to maintain confidentiality.
- Must be a resident of Blair County
Experience and Training
- High school diploma or equivalent.
- Minimum of six years of experience as a mechanic with heavy experience repairing automobiles and trucks.
TOOLS AND EQUIPMENT
- Personal computer, including word processing, spreadsheet, and database software; motor vehicle; telephone and radio; copier, fax machine and other office equipment. Must be able to operate all Highway Department tools and equipment for instructional purposes and in case of emergency. Must be able to use all auto/truck tools of the automotive mechanic trade.
LICENSE REQUIREMENTS
- Valid Pennsylvania Inspection License and CDL Class A driver’s license.
