Overview
Locust Cove Management (LCM) is a real estate property management firm that specializes in field management operations of affordable housing properties. Responsibilities:
Violations & Compliance Management:
- Assist Property Managers with tracking and resolving all active and aged violations, including HPD, DOB, ECB, and others.
- Coordinate follow-ups with a law firm that specializes in resolving building violations, compliance issues, and administrative proceedings, and update violation records accordingly.
- Investigate and research building violations issued by various agencies (FDNY, DOB, ECB, DOHMH, DEP, etc.).
- Manage and lead the close-out process for violations, ensuring periodic internal reporting.
- Support the mitigation and aggregation of pre-acquisition Housing Quality Standards (HQS) violations, including uploading completed NE-2 forms to the Division of Tenant Resources (DTR) portal.
NYC Local Laws & Code Compliance:
- Ensure properties comply with all NYC Local Laws, including but not limited to:
o Local Law 11 (Façade Inspections – FISP)
o Local Law 97 (Carbon Emissions Compliance)
o Local Law 152 (Gas Piping Inspections)
o Local Law 84/133 (Benchmarking and Energy Efficiency Reporting)
o Local Law 55 (Indoor Allergen Hazards – Mold, Pests, Lead, etc.)
- Track and ensure compliance with NYC Building Code, Fire Code, and Environmental regulations.
- Coordinate and schedule required inspections for fire safety, boiler compliance, elevator maintenance, and other regulatory obligations.
- Work with property managers and vendors to ensure timely remediation of code violations and compliance-related repairs.
- Maintain accurate compliance records and update management on upcoming deadlines and regulation changes.
Tracking & Reporting:
- Maintain and update internal compliance trackers, including Violations, HQS, NE-2, Arrears, and other key reports.
- Track and report on repair work for mold (Baez), lead (if applicable), pests, heat, and elevator issues as required by NYCHA.
- Ensure all commercial tenants comply with their lease obligations regarding safety and maintenance requirements.
Annual & Periodic Compliance Inspections:
- Ensure timely completion of all required inspections and compliance items, including:
o Window guards, fire safety plans, boiler inspections, elevator records, sprinkler/standpipes, and other mandated safety inspections.
o Façade inspections (FISP), backflow prevention, fire extinguishers, and standpipe inspections.
- Maintain detailed records of all inspections and ensure compliance with NYC regulatory requirements.
Administrative & Team Support:
- Provide administrative assistance to the Property Management team as needed.
- Assist in coordinating documentation, reports, and communications related to compliance and violations.
- Perform additional duties as assigned to support operational efficiency and compliance.
Qualifications & Requirements:
- Preferred to have a Bachelor’s degree in Real Estate, Business Management, Public Administration, or a related field required.
- Preferred to have 3 years of experience in violation removal, code compliance, and regulatory affairs within NYC’s real estate sector.
- Strong knowledge of NYC regulatory agencies, including HPD, DOB, ECB, FDNY, and DEP.
- Experience managing violation close-outs and working with compliance tracking platforms like Jack Jaffa.
- Familiarity with NYC Local Laws, including Local Law 11, Local Law 97, Local Law 152, and other compliance regulations.
- Excellent organizational and tracking skills, with proficiency in Microsoft Excel and compliance tracking systems.
- Strong communication skills and ability to work effectively with property managers, tenants, and regulatory agencies.
Job Type: Full-time
Pay: $60,000.00 - $80,000.00 per year
