Deputy Director of Community Mental Health Services

RESIDENCY: Candidates must have been legal residents of the following jurisdiction(s) for at least four months immediately preceding the date of the application:

• Livingston County, or
• One of the following Counties: Allegany, Genesee, Monroe, Ontario, Steuben or Wyoming

The duties of this position involve administrative responsibility for the day-to-day functioning of the Livingston County Mental Health Clinic (Clinic), and providing intensive individual and group therapy for patients with emotional, social, and related problems.  The incumbent provides clinical and administrative oversight and also serves as a member of the clinic team working with other staff members in diagnosing and planning treatment and services for patients.   The incumbent will also provide consultation services to other community agencies to assist them in understanding and dealing with individual cases.  Work is performed in the office and in the field.  Supervision is exercised over Mental Health Clinical Therapists, Mental Health Licensed Therapists, Intensive Case Managers, Supportive Care Managers, Community Mental Health Nurses, and other assigned subordinate staff.  The work is performed under the administrative supervision of the Director of Community Mental Health Services (DCMHS), with considerable latitude allowed for the exercise of independent judgment in carrying out duties.  The Deputy Director of Community Mental Health Services will act generally for and in the place of the DCMHS in their absence, assuming full responsibility in the absence of the DCMHS except where prohibited by New York State Mental Hygiene Law.  A Deputy Director of Community Mental Health Services does related work as assigned.

• Provides day-to-day administrative oversight to the Clinic, staff, and services;
• Provide clinical supervision and direction to a professional mental health staff;
• Develops Clinic programming and services;
• Assists Finance Supervisor in development of clinic budget;
• Recommends appropriate expenditures of funds;
• Coordinates and oversees budgetary requirements in conjunction with the DCMHS;  
• Develops and implements outcome and evaluation measures for staff and program performance;
• Responds to requests from, and requirements of, the Office of Mental Health related to clinic operations;
• Responds to requests from, and requirements of, the Department of Health related to Care Management program operations;
• Serves as a member of the clinic team, providing social work or psychological expertise to assist in studying and diagnosing patients and planning for their treatment;
• Conducts comprehensive psycho-social assessments, diagnoses mental disorders, and develops and implements mental health treatment plans;
• Provides appropriate crisis assessment, interventions, and management as necessary;
• May provide intensive individual and group therapy to patients with emotional, social, and related problems;
• Carries a small caseload;
• Supervises, directs, and works with an interdisciplinary treatment team;
• Works independently in making complete intake studies of new or readmitted patients;
• Directs case assignments to appropriate staff;
• Participates with other supervisory mental health and human service providers to ensure adequate and coordinated mental health services consistent with standard practices and agency goals;
• Develops and implements policies and procedures necessary to maintain compliance with State regulations and agency goals as needed to maintain an operating certificate for an Office of Mental Health clinic;
• Reports to the DCMHS on administrative matters;
• Provides consultation services for other community agencies to assist them in understanding and dealing with individual cases;
• Conducts and participates in in-service training programs for clinic staff and staff of cooperating agencies;
• Takes part in speaking engagements, panel discussions, and community meetings concerned with community mental health programs;
• Participates in meetings of the Community Services Board and its subcommittees on behalf of the DCMHS as directed;  
• Acts as a liaison between mental health, chemical dependency, and developmental disability services at the State and County level as necessary;
• Refers patients to community agencies that can provide necessary services;
• Works collaboratively with the Finance Supervisor toward fiscal and regulatory compliance;
• Supervises, directs, and assesses the performance of subordinate staff;
• Compiles case records and maintains statistical records on case load and work activities;
• Completes service coordination duties such as Assisted Outpatient Treatment and Single Point of Access;
•  Assists in evaluating the conduct and performance of agency staff, and works with the DCMHS on decisions regarding personnel issues, including hiring and terminations; and
• Performs other related duties as assigned.

General experience	Three (3) years of full-time, paid experience providing clinical mental health services or mental health case management services to patients.
Supervisory experience	Three (3) years of full-time, paid supervisory experience of staff who provide direct, professional mental health services to clients/patients: (1) providing direction and oversight regarding the performance of job duties; (2) ensuring compliance with law, regulations, and professional standards; and (3) ensuring compliance with and enforcement of employment standards.
License/ Certification	Currently licensed by NYSED; AND Possession of a valid New York State driver’s license.	Currently licensed as a Licensed Clinical Social Worker by NYSED; AND Possession of a valid New York State driver’s license.

1. Appropriate professional licensure must be maintained in good standing throughout employment.
2. Appropriate driving license must be maintained throughout employment.
3. A driving record evidencing safe and responsible vehicle operation is required.  
4. Must authorize and execute any necessary releases to enable the appointing authority to verify licensure and driving history involving violations and/or crimes.

PROVISIONAL APPOINTMENT NOTICE:
An individual who receives a provisional appointment must take the examination for the position title on the next occasion it is offered. In order to be eligible for a permanent appointment to the position, the provisional appointee must pass the exam and be ranked 1, 2, 3, or be tied in score with the individual ranked number 3 of those who are willing to accept appointment to the position. It should be understood that even if the provisional appointee is eligible for appointment, the employer may choose another candidate to fill the position on a permanent basis. NOTE: Livingston County residency is not a requirement for this position. However, Livingston County residents will be given preference in the hiring process.
