DEPUTY COUNTY ADMINISTRATOR

RESIDENCY: 

  • New York State

This is an executive level management position responsible for assisting in the overall management and operations of Livingston County government, including supporting the administrative, planning, and coordination duties of the County Administrator.  The incumbent in this position must exercise a high degree of confidentiality.  The incumbent will perform the duties of the County Administrator in their absence, as directed by the County Board of Supervisors.  Work is performed in the office and in the field.  The incumbent in this position has direct responsibility for assigned supervisory duties.  The work is carried out under the administrative direction of the County Administrator.  Considerable latitude is given for the exercise of independent judgment.  The Deputy County Administrator will perform all other related duties as assigned.
  • Acts in place of the County Administrator in their absence as assigned;
  • Assists the County Administrator with supervision of various County departments as assigned, including but not limited to department head supervision, performance evaluations, and corrective action;
  • Assumes major administrative functions as determined and directed by the County Administrator;
  • Assists in the preparation and administration of the County’s annual budget and capital program, including but not limited to participating in budget meetings with department heads and evaluating department head budget requests;
  • Evaluates the County's fiscal position in relation to the budget during the course of the year and recommends budget and financial management strategies to maintain and improve the financial condition of the County;
  • Monitors, evaluates, and projects actual performance against budget and reports material variations and recommends financial management changes;
  • Assists the County Administrator in working with department heads to identify and solve budget issues;
  • Undertakes research and analysis of policy issues under consideration by the County and prepares recommendations;
  • As applicable and in concert with state and county laws, works in conjunction with and coordinates the activities of the various units of the County government;
  • Assists the County Administrator in developing and implementing the Strategic Plan of the County Board of Supervisors;
  • Assists the County Administrator in monitoring and evaluating the County’s health insurance plan for costs and levels of service;
  • Assists in the coordination and conduct of labor relations activities including the collective bargaining process with organized employee unions;
  • Manages a variety of special projects as directed by the County Administrator;
  • Assists the County Administrator with department head recruitment and hiring;
  • May conduct confidential investigations, make findings, and recommend corrective action as needed;
  • Reports to the County Board of Supervisors upon direction by the County Administrator;
  • Attends public meetings and events to represent the County Administrator and County in the community as directed;
  • As directed, communicates with the public and press regarding important matters of public concern;
  • May evaluate bidders for services, supplies and equipment, negotiate contract terms, and oversee contractual compliance; and
  • Assists the County Administrator in any other related work as assigned.

CHARACTERISTICS:  Thorough knowledge of the principles and practices of budget development and administration; good knowledge of federal, state, and local government laws and regulations applicable to local government; good knowledge of the principles and practices of municipal government; good knowledge of the principles and practices of accounting and GASB requirements; good knowledge of the principles and practices of public fiscal administration; good knowledge of public sector labor relations; good negotiations skills; good organizational skills; good communication skills, both written and verbal; skills in budget forecasting and analyzing financial trends; ability to represent the County Administrator and County government in a positive manner; ability to maintain absolute confidentiality of sensitive information; ability to understand and follow oral and written instructions; ability to communicate effectively both orally and in writing; ability to analyze technical, complicated financial matters and prepare responsive, objective options for consideration; ability to prepare and present accurate correspondence, records, and reports, including but not limited to budget specific reports and spreadsheets; ability to comprehend complex matters, including good reading comprehension of complex matters; ability to evaluate and analyze issues, conduct necessary research, and develop practical options; ability to work well with the general public, elected officials, staff members, and representatives of other agencies; ability to properly oversee the work of others; ability to get along well with subordinates and peers and to secure their cooperation; ability to establish and maintain effective working relationships with others; ability to plan, direct, supervise, and accept responsibility for the work of others; dependability, initiative, resourcefulness, integrity, and good judgment; physical condition commensurate with the demands of the position.Applicants must meet all requirements for one of the following qualification options in order to be approved for examination and/or appointment:
Qualification Option #12
Training/Education 
  • Possession of a Master's[1]degree in accounting, planning, public administration, business administration, economics, legal studies, or a closely related field.
  • Possession of a Bachelor's[1] degree in accounting, planning, public administration, business administration, economics, or a closely related field.
General experience 
  • Three (3) years of full-time, paid experience in a responsible governmental administrative position.
  • Five (5) years of full-time, paid experience in a responsible governmental administrative position.
Supervisory experience 
  • None required.
License/ Certification 
  • Possession of a valid New York State driver’s license.

Part-time service will be given prorated credit toward experience requirements.
