Job Objective & Safety/Security Sensitive Designation

JOB OBJECTIVE: Are you passionate about protecting animals and upholding the law? Step into a dynamic role where every day brings something new. As an Animal Services Officer, you’ll be the face of compassion and accountability—investigating reports of animal law violations, enforcing critical ordinances, and taking action to ensure the safety and well-being of both animals and the community. From issuing citations and warnings to handling real-world cases, this is your chance to make a real impact.

Essential Functions

  • Investigates alleged violations of animal laws and ordinances; interviews suspected violators and witnesses and gathers appropriate physical evidence; obtains and serves seizure warrants.
  • Issues citations and warnings to violators; testifies in court.
  • Examines incoming animals and monitors impounded animals for symptoms of disease and injury and notifies supervisor of those not in healthy condition; administers medications for treatment of sick animals.
  • Feeds and waters animals according to schedule; cleans kennels and cages using appropriate cleaning agents and equipment.
  • Captures and restrains animals by using ropes, snares, and tranquilizer dart guns; transports captured animals to the Animal Services Center.
  • Collects monies for fees and fines; issues receipts and completes necessary forms.
  • Answers questions and provides information to the general public regarding animal laws, ordinances, and procedures.
  • Maintains files of each investigation; maintains record cards for each animal impounded; prepares daily reports.
  • Tranquilizes and euthanizes animals by injection; maintains accurate euthanasia records.
  • Provides assistance to the Veterinarian with the daily clinic routine to include cleaning, vaccinations, and surgery preparation as needed.
  • Disposes of animal remains by incineration; cleans incinerator and freezer.
  • Processes intake paperwork for public impounds, owner relinquishments and adoptions; collects monies for fees, issues receipts and completes necessary forms; receives and dispatches public complaints.
  • Performs surgical animal decapitations and prepares specimens for shipment to the State Health Department.
  • Operates a light duty truck to patrol assigned areas in the performance of essential job functions.

SUPERVISORY RESPONSIBILITIES: None.

Minimum Qualifications, Additional Requirements And Supervisory Responsibilities

These knowledge, skills, and abilities are usually, although not always, acquired through completion of high school; one (1) year of experience in the care of domestic animals. Equivalent combinations of education and experience will be considered.

Additional Requirements

  • Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver's License before employment and maintain licensure for the duration of employment in this position.
  • Must possess Arkansas Certification of Training for Animal Euthanasia within six (6) months of employment and maintain certification for duration of employment.
  • Must be available to work nights, holidays and weekends as required.

City of Little Rock Benefits

Non-Uniformed Union Eligible Full-Time Employees

Health Insurance (medical, dental, vision) - The City pays a portion of the total cost of employee only health insurance. Coverage for an employee's dependents is available at the employee's option; the City pays part of the cost of this additional coverage.

Life Insurance - The City pays the total cost of employee life insurance. Amount of coverage is one to three times salary, based on job classification.

Accidental Death and Dismemberment (AD&D) – The City pays the total cost for employee AD&D. Amount of coverage is one times salary.

Long-Term Disability – The City pays the total cost of long-term disability insurance. Amount of coverage is 60% of salary.

Retirement – Our 401a pension plan requires contributions by both the City and the employee.

Vacation

Regular, full-time employees shall earn vacation Leave at the following rate:

Vacation may be accumulated; however, a maximum of thirty (30) days may be carried over to the next year.

Discretionary Days

Regular, Full-time Employees Receive Three (3) Discretionary Leave Days Each Calendar Year. Discretionary Days For New Employees Are Prorated As Follows

Discretionary days will not be carried over to the next calendar year.

Sick Leave

Regular, full-time employees earn sick Leave from the first day of employment at the rate of twelve (12) days per year with a maximum accrual of 125 days.

Sick Leave may be used for personal illness or injury, medical, dental, and optical examinations, and pregnancy or any related disabilities.

Sick Leave may be used for members of the employee's immediate family (spouse and children). Procedures vary by employee group. Employees in non-union-eligible classifications should consult the Administrative Personnel Policy and Procedure Manual to obtain information about family sick Leave. Employees in union-eligible classifications should consult the AFSCME Statement of Agreement and/or their union stewards.

Funeral Leave

Regular, full-time, non-probationary employees shall receive up to three (3) days [four (4) for out-of-state funerals] with pay to handle necessary funeral arrangements or related business for a death in their immediate family. Immediate family shall be defined as mother, father, brother, sister, son, daughter, grandparents, grandchildren, son-in-law, daughter-in-law, spouse, or spouse's immediate family.

Longevity Pay

Longevity pay will be paid at the rate of $3 for each year of service up to and including the fifth (5th) year and $6 per month for each year of service beginning at six (6) years and for each year of service thereafter.
