What are the responsibilities and job description for the Recruitment Specialist position at Linn-Benton Community College?
The Recruitment Specialist is responsible for providing administrative and technical support for recruitment, onboarding, and employment services within the College. This position plays a key role in ensuring efficient and compliant hiring processes, from posting job opportunities and processing new hires to maintaining accurate personnel records. The Recruitment Specialist collaborates with departments across the College to facilitate timely recruitment, onboarding, and student employment activities, while delivering excellent customer service to employees, applicants, and the public. Work is performed with a high degree of confidentiality and requires knowledge of HR policies, procedures, and applicable employment laws.
Required Qualifications:
Education, Training, and Experience: Requires an Associate’s Degree, plus one year of experience working in human resources; OR an equivalent combination of education, training, and experience that would enable the full performance of all aspects of the job.
Knowledge, Skills, and Abilities:
Requires knowledge of office methods and practices, including filing systems, strong record-keeping. Must have good word processing, database, and spreadsheet skills. Must have good writing and math skills. Requires the ability to communicate technical information to non-technical users. Must be able to deal effectively with a wide variety of personalities and situations requiring diplomacy, friendliness, and sensitivity, in person and over the phone. Must be able to determine and maintain confidentiality. Requires the ability to interpret, apply, and explain pertinent laws, regulations, and policies relating to employment and recruitment. Must be able to work effectively under pressure, analyze situations accurately, develop an effective course of action, and organize and prioritize a wide range of duties to meet required schedules and timelines. Must be able to work respectfully with people from all backgrounds, cultures, ethnicities, and perspectives. Must be able to work effectively with situations requiring clarity, empathy, and discretion.
Preferred Qualifications:
Experience using Banner is preferred. Experience utilizing an ATS is preferred.
Physical Requirements and Working Conditions:
Work is performed in an office environment with frequent interruptions. There is minimal exposure to health or safety hazards. Position is subject to pressures and periodic stress due to time constraints and deadlines. There is considerable use of a computer, no special coordination beyond that used for normal mobility and handling everyday objects and materials is needed to perform the job satisfactorily.
Essential Duties:
Recruitment (60%)
- Serves as the first point of contact for Student Employment, which may include responding to general questions, and questions regarding recruitment and onboarding. Escalates issues to Associate Director as needed.
- Provide assistance and troubleshooting support for ATS-related issues through in-person, telephone and email contacts, including responding to system access problems, error messages, and document attachment issues.
- Responsible for checking and responding to inquiries in the student employment email. Provides back-up assistance in the HR and Employ emails.
- Represent Student Employment at hiring events on campus and at high schools; creates engaging tabling materials for students
- Coaches and supports student employees who are applying for campus jobs
- Monitor student employment eligibility (GPA/Credit Requirements) in centralized student success application; report ineligibility to Associate Director.
- Monitor student employees who have not been paid within 3 months; coordinate with departments on the appropriate departure steps. Communicate internally on the status of student employees.
- Provides support to Employment Services Coordinator for other related recruitment projects
Administrative (40%)
Perform shared receptionist duties, including providing information and assistance via telephone, face-to-face, and e-mail on various matters requiring detailed knowledge of rules, procedures, policies, precedents, and other employment practices.- Coordinate new hire paperwork with employees; communicate with supervisors and new employees on the status of documentation and on any pertinent procedures, laws, or College policies related to onboarding. Reviews onboarding documents for completion and accuracy.
- Process new employees by entering information into Banner timely. Establish and maintain employee personnel files. Report new hires to the Department of Justice.
- Serve in a confidential capacity in assisting the HR Managers in personnel matters and collective bargaining issues; accurately prepare and maintain confidential materials. Create and prepare correspondence and other forms of written communication as needed.
- When necessary, research and provide information to management for labor negotiations, resolve labor relation issues, and respond to legal actions related to recruitment and hiring, and personnel file retention.
