What are the responsibilities and job description for the Deputy Division Director of Behavioral Health position at Lincoln County?
Lincoln County Health and Human Services is looking for a dynamic and reliable individual with a strong skillset to directly support the Behavioral Health Division Director in the strategic planning & implementation, management, and evaluation of mental health and addiction services and operations within the Behavioral Health division.
Enforce ORS and OARs as related to the duties of this position. Support the development and supervision of program managers, operating from established and well-known procedures. Oversee and manage grants directed at specific services. Perform a variety of professional and complex tasks due to delicate nature of interaction. Make decisions within policy constraints and complying with wide variety of state and federal requirements.
Work with highly confidential information. Communicate effectively, including public speaking, with a wide range of individuals in a variety of professional settings. Manage complex programs in terms of function, budget, related staff and organizational structure, and managing Federal, State, and managed care programs as assigned.
$102,544.00 - $137,810.00 annually*

Develop program objectives and plan programs in collaboration with the Division Director, other Department leadership, related agencies, community partners, consumers, and program staff:

Oversee workforce development and quality improvement projects:

Direct quality improvement plans, processes, and evaluation. Report out to the QA/QI committee. |
Represent Lincoln County in division, county, regional, and state leadership activities.

Participate as a member of the Director’s Team:

EDUCATION
Masters in behavioral or health science or related field.
EXPERIENCE
Four-Five years experience in mental health. Two (2) years of progressively responsible administrative experience including program planning, management, and staff supervision.
Driver’s License:
Oregon Driver's License required within 30 days of hire.
Desirable Qualifications:
QMHP, LPC, LCSW, or LMFT desired but not required. If the employee is licensed, they are required to maintain current and active licensure and to provide the appropriate verifications at the time of renewals.Knowledge of:
- Philosophies, principles, and practices of behavioral health.
- Statutes and administrative rules which govern community health operations.
- Administrative principles associated with budgeting, employee supervision, personnel management, and program planning.
- External contacts include the Oregon Health Authority (OHA), the InterCommunity Health Network (IHN), other local or regional health care organizations, and other government and private agencies.
- Contractual responsibilities of division staff and partner agencies within the community.
