Lincoln County Health and Human Services is looking for a Behavioral Health Division Director to join their team to assist with shaping and supporting the future of the division and the well-being of the community at large.
$110,748-00 - $148,836.00 annually*

The Behavioral Health Department is the largest Department in the largest Division in the County. The Behavioral Health Division Director Directs the planning, management and evaluation of mental health and addiction services within the division. Responsible for coordination of division operated programs and contractor operated programs, while planning for future growth and service responsiveness with HHS administrative staff (Finance, Human Resources, Quality Assurance, Contracts, and Billing) to assure fiscally and structural sustainability of service delivery. Enforces ORS and OARs in mental health and addiction treatment programs. Manages complex programs in terms of function, staff specialization and organizational structure. Supervises program managers and Mental Health and Addictions Medical Directors. Oversees program budget as well as several grants directed at specific services.
Operating with considerable autonomy under direction of the HHS Director. Operating from established and well-known procedures. Performing a variety of professional and complex tasks due to delicate nature of interaction. Making decisions within policy constraints and complying with wide variety of state and federal requirements. Working with highly confidential information. The ability to develop, organize and implement strategic plans. Communicating effectively with a wide range of individuals in a variety of professional settings.
Develop behavioral health program objectives and plan programs in collaboration with the Health and Humans Services (HHS) Director, other Department leadership, related agencies, consumers, and program staff:

Participate in division, county, regional and state leadership activities.

EDUCATION
Master's degree in behavioral science or related field.
EXPERIENCE
Five years of post-master's degree experience in mental health and/or addictions services delivery, including two years of progressively responsible administrative experience including program planning and management and staff supervision.

LICENSES
Oregon Driver's License required within 30 days of hire.
DESIRABLE
Bilingual and/or bicultural competencies for the Latino population are preferred. QMHP, LPC, LCSW, or LMFT desired but not required. If the employee is licensed, they are required to maintain current and active licensure and to provide the appropriate verifications at the time of renewals.
KNOWLEDGE OF
- Contractual responsibilities of department staff and partner agencies within the community.
- External contacts including the Oregon Health Authority (OHA), the InterCommunity Health Network (IHN), other local or regional health care organizations, local and county human services, corrections, educational agencies, the public, community/service groups, and other government and private agencies.
- Conflict management problem solving and strategic planning.
- Managing and acting on confidential and sensitive information.
- Expert knowledge of the philosophies, principles and practices of behavioral health treatment and services.
- Thorough knowledge of statutes and administrative rules, which govern community health operations, as well as those which define mental health responsibilities.
- Considerable knowledge of administrative principles associated with budgeting, employee supervision, personnel management, and program planning.
