WTP SUPERINTENDENT

JOB SUMMARY

This position is responsible for managing and supervising department water treatment plant operations to deliver high quality potable water to customers.

MAJOR DUTIES

• Directs, coordinates, and supervises the operation and maintenance of a water treatment plant.

• Prepares, reviews, and submits a variety of reports, form and correspondence, including operating reports to regulatory agencies and staff reports to county officials.

• Ensures compliance with all relevant state and federal regulations.

• Prepares operation and maintenance work schedules; assigns work to personnel.

• Trains, supervises, assigns, directs, evaluates, and disciplines personnel.

• Determines daily water requirements for the distribution system.

• Plans, supervises, and assists in the repair and replacement of operational equipment.

• Inventories and purchases tools, supplies, and equipment; performs cost comparisons; prepares order forms and receives supplies.

• Assists in the preparation of specifications for construction and modifications to water treatment facility, sludge handling facility, and distribution system booster stations.

• Plans, prepares, and administers operational and capital budgets; monitors expenditures.

• Performs related duties.

KNOWLEDGE REQUIRED BY THE POSITION

• Knowledge of water treatment plant principles, operations, and equipment.

• Knowledge of chemistry, mathematics, and biology.

• Knowledge of relevant federal, state, and local laws and regulations.
• Knowledge of computers and job-related software programs.

• Skill in the interpretation of plans, maps, and specifications.

• Skill in the operation and maintenance of mechanical and electronic equipment.

• Skill in planning, organization, and decision making.

• Skill in the supervision of personnel.

• Skill in the management of budgets.

• Skill in oral and written communication.

SUPERVISORY CONTROLS

The Assistant Public Works and Utilities Director assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.

GUIDELINES

Guidelines include federal and state environmental regulations, rules governing public water systems, operation and maintenance manuals, design plans, OSHA and Lincoln County safety guidelines, and county and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK

• The work consists of varied management, supervisory, and technical duties. The complexities of plant operations and equipment combined with strict regulations contribute to the complexity of the position.

• The purpose of this position is to supervise the production of drinking water. Successful performance helps ensure the provision of safe drinking water for customers.

• Contacts are typically with co-workers, other county employees, vendors, federal and state regulators, and members of the general public.

• Contacts are typically to give or exchange information, resolve problems, motivate personnel, provide services, and justify, negotiate, or settle matters.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

• The work is typically performed while sitting at a desk or table r while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee occasionally lifts heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.

• The work is typically performed in an office, at water treatment facilities, and outdoors, occasionally in cold or inclement weather. The employee is exposed to noise, dust, dirt, grease, machinery with moving parts, contagious of infectious diseases, and irritating chemicals. Work requires the use of protective devices such as masks, goggles, gloves, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over Water Treatment Plant Supervisor, Senior Water Treatment Plant Operator, Maintenance Technician Crew Leader, and Water Treatment Plant Operator.

MINIMUM QUALIFICATIONS

• Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.

• Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.

• Possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina for the type of vehicle or equipment operated.

• Possession of or ability to readily obtain NCDEQ Grade A Surface Water Treatment, Grade I Physical/Chemical, and Grade A Distribution certifications.
