Social Worker – Child Services

JOB SUMMARY

This position is responsible for performing case management and other duties in the provision of services to Child Services clients. An incumbent in this position may be designated "Social Worker I," "Social Worker II," "Social Worker III," "Social Worker IV," or "Social Worker Trainee."

MAJOR DUTIES

  • Performs case intake duties as assigned; receives reports of abuse or neglect and prepares related reports for supervisor screening; maintains intake logs; researches client Medicaid status; assigns case numbers; receives and processes law enforcement and District Attorney referrals; sends reports to other counties as required and processes requests for assistance from other counties; prepares and transmits records as required by legal proceedings; prepares monthly reports based on caseload data.

And/or;

  • Manages a caseload of clients in the Foster Care Program as assigned; monitors the out-of-home placement of children; assesses clients' educational, physical, mental health, and recreational needs to ensure proper services are provided; provides counseling to foster parents; transports clients to medical and other appointments; prepares for and attends required court hearings.

And/or;

  • Recruits and trains potential Foster and Adoptive parents as assigned; conducts interviews, performs background checks, and assesses the homes of applicants; completes and submits extensive applications; provides ongoing support to foster parents during and after placement; coordinates re-licensing of foster parents.

And/or;

  • Manages a caseload of adoption-eligible clients as assigned; supports adoptive parents during and after placement; encourages positive family relationships; informs biological families of their options; prepares for and attends required court hearings.

And/or;

  • Responds to emergency calls regarding neglected or abused children as assigned; assess risks; initiates reports of abuse or neglect as appropriate; determines if it is in the best interests of the child to be removed from the home; conducts home visits to build rapport and develop and implement safety plans; addresses the needs of the family and develops strategies for the delivery of services; refers families to agency and external services providers.

And/or;

  • Files petitions with the court for court intervention as needed; develops, prepares, and revises court reports; attends and testifies at court hearings.

  • Performs quality control duties as assigned; reviews agency records for compliance with agency, local, state, and federal guidelines; gathers data and prepares reports; evaluates current strategies for meeting mandated goals and requirements and prepares suggestions to update strategies; remains informed of changes to relevant guidelines.

  • Performs case planning duties; completes case files and records; prepares comprehensive court reports in order to review the case and develop action plans; attends case planning review meetings.

  • Provides transportation for clients as needed.

  • Completes required training.

  • Maintains detailed case documentation and completes a variety of regular and special reports.

  • Staffs emergency shelter during activation.

  • Performs related duties.

KNOWLEDGE REQUIRED BY THE POSITION

  • Knowledge of program policies and procedures and related local, state, and federal laws and regulations.

  • Knowledge of case management principles and practices.

  • Knowledge of available community resources.

  • Knowledge of court policies and procedures.

  • Skill in problem solving; conflict resolution.

  • Skill in interpersonal relations.

  • Skill in operating computers and job-related software programs.

  • Skill in oral and written communication.

SUPERVISORY CONTROLS

The Social Work Supervisor II assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES

Guidelines include policy manuals, North Carolina General Statutes, court orders, agency memoranda, county and department policies and procedures, local court rules, OSHA, HIPPA, Social Work Principles, methods, and code of ethics, and confidentiality. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The work consists of varied case management duties. The unique needs of each client contribute to the complexity of the position.

  • The purpose of this position is to participate in the delivery of social work services to clients. Successful performance results in the efficient and effective delivery of services to eligible recipients.

CONTACTS

  • Contacts are typically with co-workers, other agency personnel, attorneys, court personnel, school personnel, medical professionals, law enforcement personnel, representatives of other community agencies, clients, foster and adoptive parents, and members of the general public.

  • Contacts are typically to exchange information, motivate persons, resolve problems, justify or negotiate matters, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, or walking. The employee occasionally lifts light objects.

  • The work is performed in a variety of venues, including the office, outdoors, and residential settings.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

None.

MINIMUM QUALIFICATIONS

  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.

  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

  • Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
