JOB SUMMARY
This position performs technical duties in support of county elections functions.
MAJOR DUTIES
Maintains GEOCode database; updates database using maps, municipal descriptions, and new listings from addressing and E911; receives, processes, records, codes, and enters all new road and street records; updates changes to precinct lines and districts; keeps records and maintains census block boundaries; coordinates voter registration street files with other county agencies and departments.
Updates voter list using death, felon, and duplicate lists; works with other election offices for verification of voters.
Receives and processes absentee ballot requests and ballots; maintains related records; attends Absentee Board meetings to review returned ballots.
Coordinates Election Day precinct workers; prepares precinct worker correspondence; works with party chairs to replace workers as needed; contacts workers regarding training and other matters.
Responds to information requests from the news media; gathers data and prepares reports; manages report payments when required.
Maintains and updates the department web page.
Assists with election set-up functions.
Composes routine correspondence.
Assists with special projects as assigned.
Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of local, state, and federal laws governing voter registration and election processes.
Knowledge of county streets, district lines, and precincts.
Knowledge of county and department policies and procedures.
Knowledge of computers and job-related software programs.
Knowledge of GIS database management principles.
Skill in updating and managing computer databases.
Skill in gathering data and preparing reports.
Skill in public relations.
Skill in oral and written communication.
SUPERVISORY CONTROLS
The Director of Elections assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES
Guidelines include federal and state election laws, ethics laws, and county and department policies and procedures. These guidelines require are generally clear and specific but may require some interpretation in application.
COMPLEXITY/SCOPE OF WORK
The work consists of related technical duties. Strict timelines and regulations contribute to the complexity of the position.
The purpose of this position is to provide specialized support for election functions. Successful performance contributes to the efficiency and effectiveness of election processes and compliance with all state and federal regulations.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee occasionally lifts light and heavy objects, uses tools or equipment requiring a high degree of dexterity, and distinguishes between shades of color.
The work is typically performed in an office, stockroom, or warehouse.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None.
MINIMUM QUALIFICATIONS
Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
Appropriate North Carolina State Board of Elections Certification required.
Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
