The Program Administrator of Crisis Outreach Services is responsible for providing management and oversight

of crisis programming including Mobile Crisis Outreach Team (MCOT), Youth Crisis Outreach Team (YCOT),

Access and Diversion, Continuity of Care, the Crisis Center and the crisis hotline. The Program Administrator

works closely with utilization management to ensure appropriate assessment, authorization, and utilization of

private psychiatric bed (PPB) funding and contracted psychiatric bed (CPB)/rapid crisis stabilization bed

(RCSB). This position is responsible for development and management of multiple contracts and budgets,

oversees performance metrics, and adjusts programming and staffing based on data trends, outcome measures,

and as contracting and community needs arise and/or evolve. Develops and presents reporting of outcomes, as

well as provides feedback for opportunities of improvement to Executive Leadership. Other duties as assigned to

best fit crisis services as needed.

Key responsibilities include: Responsible for supervision of workforce at various professional levels including

screening and hiring of staff, performance evaluations, and oversight of training, compliance, and competencies

of program staff. The Program Administrator will maintain quality assurance initiatives that include review of

records, development and revision of procedures and protocols, and training standards to promote positive

outcomes for individuals served. Establishes effective coordination across behavioral health programs,

providers, and community resources to ensure services are delivered with person centered, trauma informed

and least restrictive mindset. This position serves as a key role in community education and collaboration

providing presentations/public speaking engagements, maintains good working relationships with law

enforcement, hospitals, and community advocacy organizations, and seeks stakeholder feedback to ensure

community crisis response needs are met. The dashboards for all the programs overseen must be completed by

the fifth of every month.

Specific Targets: Ensures documentation is completed timely for all crisis services. Runs and reviews reports to

ensure crisis performance measures are compliant state requirements. Attends monthly team meetings. 90% of

full chart reviews score an 80 or higher and ensure the employees are meeting the target. ICW waitlist is coordinated,

maintained, and updated regularly per the contract and TAC.

Expectations include timely and thorough documentation, time management and organizations skills, active

collaboration with community partners, and strong teamwork abilities.

Crisis Services operate 24/7. This position may require working in environments with intensive crisis situations,

emergency services, and long or irregular work hours.

In the event of unforeseen circumstances that require the use of Paid Time off, employees are expected to notify their

supervisor within 4 hours of their regularly scheduled work time.

If Bilingual and receiving stipend, employee will be available to translate for other staff as needed and will utilize approved

language in the provision of services as needed.

Qualifications

Education, Training and Experience (including licensure and certification)

  • Master’s degree and licensed as Texas as LPC, LMFT, LCSW, or licensed Psychologist as required for

credential of Licensed Practitioner of the Healing Art (LPHA) required.

  • Previous Crisis experience preferred.
  • English/Spanish bilingual preferred.
  • Must have reliable transportation and valid driver’s license.

Knowledge, Skills, And Abilities

  • Comprehensive knowledge and understanding of Info Item V standards, UM Guidelines related to community

mental health, and Texas Administrative Code required

  • Comprehensive knowledge of mental health diagnoses, treatment, crisis procedures, psychotropic medications,

and clinical processes.

  • Skilled at working with a variety of staff to develop efficient and effective systems for providing quality services

and the appropriate training to implement and monitor these processes.

  • Able to communicate effectively verbally and in writing
  • Able to delegate tasks appropriately amongst team members for operational excellence.
  • Able to exercise constant flexibility and adaptability to accommodate the inherent nature of the behavioral

health crisis response as it relates to all aspects of service provision

  • Able understand and synthesize a wide range of information
  • Knowledge of computer technology and systems
  • Ability to develop reports and other forms of communication for a variety of audiences and purposes.
  • Able to deal with individuals and families in a compassionate and professional manner in order to reduce crisis

episodes and link to appropriate ongoing treatment.

  • Skilled at public speaking, developing presentations, and working collaboratively with community stakeholders.
  • Must have knowledge of cultural differences and ability to work with individuals from different cultural

backgrounds.
