Provides expert technical leadership and consultation in the Federal procurement and grant making processes for the agency's major programs, and provides expert guidance on matters relating to the procurement of goods and services and the issuance of grants and other transactions.

Implements and oversees a program for the in-depth compliance review and evaluation of complex, unusual or unprecedented contracts, grants, and other transactions. These complex types of agreements include mission critical contracts such as preservation services, information technology goods and services to include web services, audio-visual services, and integrated Library systems, and critical facilities support services. Grants and other transactions involve award and oversight of programs for the Teaching with Primary Sources fund, intern, fellowship, and award agreements. The compliance review program ensures that solicitations, contracts, agreements, and supporting documentation are effectively reviewed for compliance with applicable laws, regulations, and policies, and recommends changes to contract, grant, and fiscal laws, regulations and policies as appropriate.

Serves as the subject matter expert and supervisor on projects involving complex contracting and grant processes and functions covering the entire spectrum of contracts, grants, and other transactions involving close collaboration with managers and technical experts from other service units.

Oversees the development and implementation of contracting and grant policies, including responsibility for formulating procedures and guidelines, implementing new developments, and providing policy interpretation to subordinate contracting staff, and to program and project managers. Reviews the Library of Congress Federal Acquisition Regulation supplement (LCFARS), Library Grants guidance, and collaborates with the Office of General Counsel to maintain currency and implement needed updates. Develops and promulgates all Standard Operating Procedures (SOPs) for content and format, and ensures that the SOPs comply with the current rules, regulations and Library policies. Provides management and oversight in issuing procurement and grant policy books, directives, and other documents. In collaboration with managers in Library service units, develops procedures and guidelines for the negotiation of contracts for the procurement of products and services and for the issuance and management of grants and other transactions.
