General Description Of Duties

This position is primarily manual work that ensures the safe, efficient operation and transport of waste and recycling from Rural Waste Service Centers to the appropriate facility.

Essential Duties

Provides customer service. Direct Center customers to the proper drop-off area based on waste material type. Provide customers with information regarding the rules and regulations for use of the Centers. Provide assistance to those customers needing help with disposal or recycling. Respond to customer complaints with tact and diplomacy, referring to supervisor when necessary. Issue RWSC permits using automated permit application; ensuring applicant is a resident of unincorporated Leon County. Assist customers with loading mulch. Utilize tractor loader when appropriate.

Perform Rural Waste Service Center operations. Operate garbage compactor equipment to maximize density in the compactor box. Lock and unlock gates, buildings and compactor at beginning and end of each shift. Ensure all customers have vacated the site at closing. Screen customer loads for prohibited materials and ensure proper disposition of same. Ensure waste materials are properly sorted and deposited in the appropriate area. Ensure compliance with trip and load limits. Inspect customer vehicles for presence of a RWSC permit. Assist roll-off truck drivers with securing loads and traffic control during loading and off-loading operations.

Provide facility maintenance. Routinely pick up litter within the Center boundary. Clean, sanitize and deodorize area around the compactor and compactor box. Ensure all safety devices are in place and maintained. Perform routine facility, equipment and grounds inspections and report deficiencies to the supervisor.

Participate in reporting. Conduct and report traffic counts. Conduct Customer Satisfaction Survey.

DIFFICULTY

This position requires the ability to make good judgment decisions in the absence of supervisor. Employee must be able to explain to the public why certain materials cannot be received and why debris must be separated. At peak periods, employee must be able to deal with difficult customers and use creative ways to dispose of debris without having over-runs.

Work is well defined in the performance standards and facility rules and procedures. The work is periodically checked by the supervisor. Problems are typically referred to supervisor.

This position is non-supervisory.

INTERNAL AND EXTERNAL CUSTOMER CONTACT

Has contact with staff to obtain assistance with site clean-up and servicing recycling containers. Daily contact with the public is concerning landfill and recycling drop off site procedures.

EQUIPMENT AND TOOLS USED

The employee must be able to operate a stationary garbage compactor and a farm tractor.

WORK ENVIRONMENT AND PHYSICAL DEMANDS

Work is performed outdoors. Work environmental factors include exposure to inclement weather conditions, exposure to insects and animals, and exposure to all types of household garbage (hazardous). Must be able to lift or push up to 50 pounds.

Knowledge, Skills And Abilities

Knowledge of proper disposal and recycling procedures. Knowledge of reading and writing. Knowledge of the occupational hazards and necessary safety precautions in the operation of equipment assigned. Knowledge of the components, parts, operating principles and maintenance requirements of equipment assigned. Knowledge of solid waste screening requirements. Knowledge of hazardous materials. Ability to pay close attention to details. Ability to follow oral and written instructions. Ability to lift and push up to 50 pounds. Ability to establish and maintain effective working relationships with others.

Ability to make independent judgment in the absence of supervisor. Ability to maintain a courteous and professional demeanor while interacting with customers.

Minimum Qualifications

Requires a high school diploma; or an equivalent combination of training and experience.

Necessary Special Requirements

Requires a valid Florida's License and a favorable driving record where appropriate.

Waste Screening Certification preferred.

All Leon County employees (regular full-time and part-time, OPS, and PRN) are required to work before, during and after a Declared Local State of Emergency (DLSOE). Participation is considered a condition of employment.

Selection Guidelines

Formal application, rating of education and experience; oral interview and reference check, and drug testing.

FLSA STATUS: Position is Non-exempt. Analysis: this is primarily unskilled and semi-skilled public contact work at a Rural Waste Service Center.
