Job Summary

JOB SUMMARY:

Provides accurate information to the general public regarding the Rent Control Charter Amendment, rules, regulations, registration fees, and policies. Conducts research involving property records. Processes complaints and petitions and assists with special projects.

Supervision

Works under the administrative supervision of the Public Information Manager, who outlines work assignments, periodically reviews work in progress and reviews completed work. No supervision exercised.

Representative Duties

Responds to inquiries from the public regarding the Rent Control Charter Amendment, rules, regulations and policies by phone, in person, in writing and by e-mail. Makes referrals to other agencies as appropriate.

Performs a variety of administrative duties that may include drafting correspondence, writing public handouts and newsletter articles, tracking data, conducting research and preparing summary reports.

Advises the public regarding procedures and bases for filing petitions for individual rent adjustments. Receives and reviews petitions for rent adjustments for completeness and accuracy.

Accepts and processes check and cash payments. Monitors payment processing software to ensure payments are properly reconciled and applied to the correct properties. Researches billing issues and responds to billing inquiries.

Reviews fee waiver applications for eligibility. Calculates fees, refunds, and adjustments. Generates invoices and related correspondence. Prepares proper forms for treasury deposits and warrants.

Keeps abreast of state legislation, local regulations and policies relevant to housing issues.

Submits written questions and fact patterns raised by public inquiries to the Board's Legal Department for legal interpretation and advice.

Researches and provides relevant property information to the public.

Determines if rental units are properly registered. Reviews and updates computer printout for data entry.

Attends community and neighborhood meetings and provides information regarding the rent control law and regulations.

Consults and works with other City departments concerning issues of apartment habitability, tenant harassment and relocation benefits. Informally resolves minor disputes between tenants and landlords on relocation benefits, as directed.

Performs other related duties as assigned.

Education, Training And Experience

A bachelor's degree from an accredited college or university. Two years of experience providing information to the public which has involved the interpretation and application of laws, rules, and regulations. Bilingual skills are desirable.

Selection Process

All applicants must submit clear, concise and complete information regarding your work history and qualifications for the position. All applicants will be reviewed and only those applicants determined to be most qualified on the basis of experience, training and education, as submitted, will be invited to participate further in the selection process.

Testing may consist of the following: written examination, performance test; evaluation of qualifications, oral interview or any combination of these.

Background Investigation

Candidates who have successfully completed all prior phases of the selection process will be subject to a thorough background investigation.

If three or more qualified City employees apply and pass the examination, a promotional list will be established in addition to an open-competitive list. If fewer than three qualified City employees pass the examination, the appointing authority, in accordance with the City's civil service rules and regulations, can decline to use a promotional list, in which case a promotional list will not be established for this position.
