Job Duties And Responsibilities
- Direct the city’s talent pipelines for current and future job openings while developing policies and leading all sourcing strategies for the City of Minneapolis.
- Evaluate hiring and recruitment strategies to determine strategic alignment with business goals and talent strategies. Continuously evaluate programs using data driven measures of effectiveness.
- Work alongside the Chief Human Resources Officer, elected officials, and other City staff to develop programs and establish annual budgets recruitment and hiring.
- Manage external partnerships with colleges, job boards, and vendors.
- Participate in setting HR strategic direction and operational plans by ensuring effective and collaborative working relationships within the HR Department.
- Implement, monitor, promote, and evaluate human resources processes, services, and solutions.
- Direct and execute day-to-day operational HR functions, including, but not limited to, Federal and State laws and regulations, City ordinances, Civil Service Rules, and collective bargaining agreements.
- Communicate effectively with all levels of management to enhance their understanding of Human Resources processes, functions, and solutions.
- Champion continuous improvement efforts, and assist management in process planning and hiring re-engineering, and organization development to improve current business processes.
- Perform supervisory functions, including job performance evaluations, employee training opportunities, individual development plans, approving work, and vacation schedules, etc.
- Provide guidance to department heads relating to staffing issues, related recruitment, and their budget implications.
- Participate as a representative of the city in arbitration hearings as appropriate.
- Make recommendations for adjustments, continuation or elimination of total rewards elements based on performance experience Make recommendations for adjustments, regarding staffing processes based on candidate experience and needs of city employment in accordance with federal, state, and local laws.
- Lead the periodic review of city staffing results with elected officials and department heads that addresses attraction, retention, and staffing levels all for positions in the city.
