What would this job entail?
The Clinical Program Director – Access Services provides leadership and oversight of the Access Department, which serves as the front door to services at LCMHA. This includes responsibility for daily operations, staffing, and ensuring timely access to emergency services, crisis stabilization, clinical assessments, and service authorization in accordance with contractual and regulatory requirements.
This role supervises and supports Access staff through scheduling, clinical consultation, and overall program management, while ensuring compliance with agency standards and documentation requirements.
In addition, this position serves as a clinical resource to both internal staff and community partners, providing consultation and training on involuntary hospitalization processes and court-ordered treatment. The Director also supports hospital liaison activities, after-hours coverage, and represents LCMHA in community and regional partnerships, committees, and system-wide initiatives. In this role the director will:
- Provide clinical and administrative oversight of Access Services, ensuring timely completion of routine and emergency assessments in compliance with contractual and regulatory requirements.
- Review and approve inpatient and outpatient service authorizations and discharge decisions to ensure appropriate level of care.
- Supervise and support Access staff through scheduling, consultation, training, and performance management, including participation in on-call and crisis response as needed.
- Ensure accuracy, timeliness, and compliance of clinical documentation in accordance with agency policy and applicable standards.
- Review and analyze service activity and data reports to monitor program performance and ensure compliance with established standards.
- Support and coordinate system-level services, including jail-related assessments, community collaboration, and participation in local and regional committees.
- Assist with implementation of evidence-based practices, and contribute to quality improvement, program outcomes, and required reporting.
- Partner with leadership to develop policies, procedures, and operational improvements aligned with agency and regional expectations.
- Maintain professional licensure, complete required training, and uphold LCMHA values through collaborative and ethical practice.
The minimum qualifications for this position are:
- Master's or PhD in Social Work, Psychology, Guidance and Counseling, or other related behavioral health field.
- Full Licensure or certified by the State of Michigan in social work, psychology, guidance and counseling, or other related behavioral health field.
- At least one-year previous supervisory experience is required; two or more years of previous supervisory experience is preferred.
- Possess a valid U.S. driver's license.

The starting salary is $84,903. The annualized salary range for this position is $84,903 to $109,629 per year (based on a 37-1/2-hour work week); the range is based on the number of years of service with the agency.
The benefits package includes:
Employees receive a generous paid leave benefit, and paid leave begins to accrue on an employee's first day of employment; an employee would receive about 24-1/2 paid days off in the first year. The number of paid leave hours an employee accrues is based on length of service; the paid leave time accruing increases after one year, five years, and ten years of employment.
Employees receive scheduled annual salary increases, starting after one year of employment.
Paid Holidays -- LCMHA observes 15 paid holidays per year; employees are eligible for paid holidays as of the first day of employment.
Employees are eligible to enroll in comprehensive medical, dental, and vision insurance as of the first day of employment.
- Medical insurance: The employee premium contribution for the plan choices is dependent on the plan and coverage-level choice.
- Vision insurance: the agency covers 100% of the cost for all coverage levels;
- Dental insurance: the agency covers 100% of the cost for all coverage levels.
Employees who decline to enroll in the agency's medical insurance program because they have medical insurance coverage from a different source receive a medical insurance opt-out payment (this benefit starts as of the first day of employment).
Retirement Benefits: this benefit starts as of the first day of employment.
Long-Term Disability and Life Insurance (at no cost): the agency covers 100% of the cost; benefits start as of the 91st day of employment.
