The Digital Modernization Group at Leidos is seeking an Industrial Security Representative (ISR)/Contractor Program Security Officer (CPSO) supporting work for the Defense Threat Reduction Agency (DTRA) in Alexandria, VA. The position will be a part of the Leidos DoD Enterprise IT Modernization (DEIM) Security Team in the application of Leidos security standards and practices to existing US government facilities identified by the contract. The ISR/CPSO is responsible for safeguarding industrial installations, resources, utilities, materials, tools, and information essential to the organization’s operations. Protects and manages classified information and equipment developed by, or entrusted to, the organization, requiring in-depth understanding of security policies, procedures, and oversight requirements for the proper classification, access, handling, storage, and destruction of classified or sensitive material. Responsible for developing, implementing and analyzing programs ensuring adherence to federal laws, regulations and directives for the classification management. Responsible for management of clearance prescreening, verification and maintenance, including upgrades or downgrades, crossovers of existing clearances, continuous vetting, and periodic reinvestigations at all clearance levels. Responsible for foreign visitor and facility access, special and restricted access programs, briefing and debriefing individuals on requirements and responsibilities of privileged access to sensitive programs. Primary Responsibilities: •Conduct ISR/CPSO duties in the following areas: Management, maintenance and accreditation preservation of Open Storage Spaces (OSSs), Special Access Programs Facilities (SAPFs) and Sensitive Compartmented Information Facilities (SCIFs). Processing of Prime and Sub DD254s; escorting uncleared personnel/visitors; update and maintain facility checklists; conduct routine/annual inspections; maintain databases; respond to emerging security-related issues; process outgoing visit requests and validate incoming visit requests. •Conduct Personnel Security processing actions including requesting, reviewing, approving, and submitting clearances packages up to and including Program Access Requests (PARs) and SCI nomination packages in accordance with customer requirements. •Conduct security education and training; provide initial security indoctrination briefings, debriefings, annual refresher training and corporate requisite training. •Conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet requirements. •Foster teamwork and collaborative efforts among Leidos security professionals, program managers, capture managers, and counterintelligence investigators. •Ability to collaborate across multiple organization levels with external stakeholders, such as government customers and oversight authorities (e.g., DCSA, IC, PSOs, SSOs and AOs), concerning OSSs, SAPFs & SCIFs accreditation inspections. •Document compliance activities in accordance with the governing authorities approved process. •Use centralized services and databases to record clearances, incident reports, movement of personnel, visit requests, etc. •Ensure proper protection and corrective measures are taken when an incident or vulnerability is discovered. •Assist in presentation preparation for program status and reviews (internal and external). •Work as a team player, demonstrate flexibility, and excellent organizational skills. Additional years of relevant experience may be considered in lieu of a degree. •Knowledge and understanding of the NISPOM and National Background Investigation Services’ e-Application •Prior experience working in a SAPF/SCIF as a CPSO. •Operational working knowledge of other relevant DoD security guidance as well as the Intelligence Community Directives (ICD) and Security Executive Agent Directives (SEADs). e.g. DoDM 5205.07 Vols 1-4, DoDM 5105.21 M1, as well the Intelligence Community Directive (ICD) standards. •U.S Citizen currently possessing Top Secret clearance eligibility and be able to meet requirements for SCI with Polygraph Preferred Experience: •Accreditation/certification in personnel, industrial, and/or physical security (ISP, PSC, etc.) •Experience working at US government locations •Prior experience supporting the Department of Defense and/or DTRA, preferably on a security team for a large contract or as a subcontractor •CPSO training certificate •Courier preparation procedures •Knowledge of Access Control and Intrusion Detection Systems •Experience with SCIF construction •Experience conducting Security incident inquiries •Resourceful in solving problem and capitalizing on opportunities •Professional Certifications/Affiliations Original Posting: April 15, 2025 For U.S. Positions: While subject to change based on business needs, Leidos reasonably anticipates that this job requisition will remain open for at least 3 days with an anticipated close date of no earlier than 3 days after the original posting date as listed above.
