Lee County Community Development is looking for a reliable and professional candidate to join our Floodplain Management team as a Customer Service Floodplain Specialist. This role provides front-line support to the public and professionals seeking information about flood zones, Federal Emergency Management Agency (FEMA) compliance, elevation certificates, and related floodplain topics. This role serves as a technical resource for residents, realtors, insurance agents, and contractors while supporting Lee County’s compliance with the National Flood Insurance Program (NFIP) and Community Rating System (CRS) activities.Under the Regulatory Review leadership team, handles floodplain-related projects while providing customer service in person, via phone, and electronically.
- Flood Management: Understand and effectively communicate floodplain management procedures for new and renovation/repair permits in the flood zone.
- Permit Maintenance: Develop and maintain proficiency in permit maintenance tasks to ensure permit records reflect accurate information.
- Tools & Procedures: Develop and maintain proficiency in the use of the tools of the department, including established procedures and regulatory documents.
- Electronic Resources: Develop and maintain proficiency in the use of the electronic resources, including Accela permit tracking software, LeeGIS Geographic Information System, eConnect online resource, document retention systems, and web resources as assigned
- Process Support: Support process improvements and technological changes within the department
- Information Accuracy: Provide accurate and consistent information on floodplain-related permitting, plan review, and zoning processes, as assigned in person, by telephone, and via electronic means
- Regulatory Knowledge: Develop and maintain an understanding of the Lee Plan and Lee County Land Development Code, as applicable to assigned duties
- Additional Duties: Performs additional duties as assigned.
- Education: Requires any combination of education and experience equivalent to a High School diploma or GED.
- Experience: At least one year of experience providing floodplain-related support in a high-volume, fast-paced customer service environment.
- Driver’s License: Possession of a valid driver’s license with an acceptable driving record is required.
- Technical Skills: Proficient in FEMA floodplain regulations, customer service across multiple channels, floodplain map interpretation, document management, and handling multiple inquiries accurately; skilled in adapting to regulatory and GIS updates, collaborating with planning teams, and maintaining professionalism in fast-paced environments.
Preferred Qualifications:
- Certified Floodplain Manager (CFM) certification is a plus, but not required.
- Familiarity with FEMA guidelines and Elevation Certificates.
- At least one (1) year of experience in a floodplain management environment.
- Spanish-speaking ability is a plus.
- Communication Skills: Communicate effectively in person, via phone, or email, addressing both positive and negative situations.
- Professionalism: Demonstrate strong verbal and written communication skills in a professional, non-confrontational manner.
- Customer Service: Provide prompt, courteous, and professional customer service.
- Math & Systems: Perform basic math calculations (e.g., square footage, linear feet) and use permitting-related systems like Accela or GIS.
- Technical Proficiency: Exhibit proficiency in data entry, word processing, spreadsheets, and database software. Familiarity with construction terminology is valuable.
