Job Title: Radio System Manager
Department: Department of Emergency Services
PURPOSE OF THE POSITION
The primary purpose of this position is to oversee, manage, and maintain the Lebanon County public safety radio communications system. This includes the County’s P25 trunked radio system, which operates across over 13 tower sites, ensuring reliable, secure, and effective communications for law enforcement, fire, EMS, and other public safety agencies. The incumbent ensures system performance, manages contracts and vendors, and provides technical and operational guidance to maintain the highest level of service to Lebanon County’s first responders.
REPORTING RELATIONSHIPS
The incumbent in this position reports directly to and receives direction from the Director of Emergency Services.
SUPERVISORY RESPONSIBILITIES
This position supervises one radio system technician and also provides technical guidance and oversight to contractors, vendors, and county staff engaged in communications-related functions.
ESSENTIAL FUNCTIONS OF THIS JOB

- Serve as the County’s subject matter expert for the public safety P25 trunked radio system.
- Oversee daily operations, maintenance, and performance of the 13-site radio system and associated infrastructure.
- Monitor, analyze, and optimize system performance, coverage, and capacity.
- Manage contracts, service agreements, and relationships with vendors, consultants, and partner agencies.
- Coordinate system upgrades, expansions, and modifications.
- Maintain documentation of all towers, sites, frequencies, licenses, and system equipment.
- Ensure compliance with FCC regulations and applicable federal, state, and local requirements.
- Maintain all subscriber units, including assisting agencies with subscriber radio programming, templates, and interoperability planning.
- Provide system training and technical support to user agencies.
- Assist with development of communications policies and procedures.
- Prepare and manage radio system budgets.
- Participate in on-call rotation and EOC activations.
NON-ESSENTIAL FUNCTIONS OF THE JOB

PHYSICAL DEMANDS
The employee regularly sits, stands, walks, and uses hands to handle equipment. The employee occasionally climbs, stoops, kneels, or crawls, and may lift up to 50 pounds. Must be able to access tower sites and remote locations. Specific vision abilities include close, distance, and color vision.
WORK ENVIRONMENT
Work is performed in both office and outdoor environments. Exposure to weather extremes, noise, and emergency conditions may occur. Availability outside normal business hours is required.
QUALIFICATIONS
REQUIRED KNOWLEDGE, SKILLS, AND ABILITY
- Knowledge of P25 trunked radio systems and RF communications.
- Knowledge of FCC rules and public safety communications regulations.
- Understanding of public safety operations.
- Ability to troubleshoot complex radio and network systems.
- Ability to communicate effectively with technical and non-technical personnel.
- Ability to manage projects and vendors.
ACCEPTABLE EDUCATION, EXPERIENCE, AND TRAINING
High school diploma or GED required. Five years of experience with public safety radio systems, including P25. Equivalent combinations of education and experience will be considered.
ADDITIONAL REQUIREMENTS
- Valid Pennsylvania driver’s license with a divers history that is free of recent serious infractions.
- Ability to obtain CJIS clearance.
- Must live in or be willing to relocate to Lebanon County (or immediately surrounding areas)
- NIMS IS-100, IS-200, and IS-700 certification.
- Clean criminal history.
- Availability for on-call and emergency response.
