Minimum Qualifications

Six years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:


  • Monitors the LaHIPP program contractor’s database operations, including maintenance, backups, disaster recovery, performance, capacity, replication, and error resolution.
  • Leads the identification, diagnosis, troubleshooting, and resolution of LaHIPP Data Warehouse database issues and verifies compliance with data file submission requirements.
  • Monitors LaHIPP eligibility file processes and assists system administrators with file, database, and other program-related technical issues.
  • Serves as the primary contact for T-MSIS reporting and coordinates the resolution of issues involving EDMS notices and automated case notes.
  • Coordinates with LaHIPP contractors, OTS, and other stakeholders to troubleshoot technical issues, resolve reporting concerns, and ensure timely issue resolution.
  • Develops and reviews monthly, ad hoc, and production reports related to system performance, downtime, enrollment, renewals, notices, overpayments, and other program activities.
  • Provides technical guidance and support on LaHIPP system operations, escalates complex issues as needed, and collaborates with staff, contractors, and other departments on technical and operational projects.
