Position Overview

The Lawrence County Board of Commissioners is seeking a motivated, organized, and highly capable professional to serve as Grants & Strategic Initiatives Coordinator.

The position will strengthen Lawrence County's ability to identify and secure outside funding while assisting the Board of Commissioners with the planning and implementation of major County initiatives.

The Coordinator will research funding opportunities, develop competitive grant applications, assist departments with project development, coordinate awarded grants and reporting requirements, and maintain a countywide understanding of available federal, state, regional, and private funding programs.

In addition to grants, the Coordinator will work with the Board of Commissioners and County Administrator on priority projects requiring research, coordination, planning, intergovernmental cooperation, and continued follow-through.

The ideal candidate will be an excellent writer and project manager who is comfortable working with elected officials, department heads, state and federal agencies, local governments, and community organizations.

Essential Duties & ResponsibilitiesGrant Development

· Research and identify federal, state, regional, foundation, and other funding opportunities applicable to Lawrence County.

· Maintain a centralized calendar and pipeline of current and anticipated grant opportunities.

· Regularly communicate potential funding opportunities to appropriate County departments and offices.

· Meet with departments to identify needs and determine whether projects are appropriate for available funding programs.

· Coordinate the development of grant concepts, scopes of work, budgets, schedules, performance measures, and supporting documentation.

· Write, edit, and submit grant applications on behalf of the Board of Commissioners and participating County departments.

· Coordinate letters of support, resolutions, cost estimates, maps, financial information, and other materials required for grant applications.

· Develop relationships with state and federal agencies, regional organizations, foundations, and other funding partners.

· Assist with identifying required local matches and potential sources of matching funds.

· Track unsuccessful applications and identify opportunities to strengthen projects for future funding rounds.

Grant Administration

· Maintain a comprehensive inventory of grants awarded to departments under the Board of Commissioners.

· Track grant deadlines, performance periods, reporting requirements, reimbursements, matching requirements, and closeout dates.

· Coordinate with the County Administrator, fiscal personnel, department heads, and other County officials regarding grant budgets and expenditures.

· Assist departments in preparing required progress reports, reimbursement requests, and grant documentation.

· Monitor funded projects to help ensure that program requirements, timelines, and deliverables are being met.

· Maintain organized and audit-ready grant documentation.

· Assist County departments in understanding grant requirements and allowable expenditures.

· Coordinate with legal, fiscal, purchasing, and project personnel when grant requirements affect procurement, contracting, prevailing wage, reporting, or other compliance matters.

· Assist with grant amendments, extensions, renewals, and closeouts.

· Develop standardized County grant-management procedures, tracking systems, and internal forms where appropriate.

Strategic Initiatives & Special Projects

· Assist the Board of Commissioners and County Administrator in implementing priority County initiatives and special projects.

· Research issues, programs, policies, and funding strategies at the request of the Commissioners or County Administrator.

· Develop project plans identifying objectives, responsible parties, timelines, funding sources, and measurable outcomes.

· Monitor progress on priority projects and identify issues that could delay implementation.

· Coordinate projects involving multiple County departments, elected offices, local governments, or outside organizations.

· Develop briefing materials, reports, presentations, spreadsheets, and other materials for the Commissioners and County Administrator.

· Assist in establishing performance measures and tracking results for major initiatives.

· Conduct research and analysis regarding programs utilized by other counties and governmental organizations.

· Identify opportunities for collaboration, cost sharing, regional partnerships, and shared services.

· Assist with implementation of newly funded programs or County initiatives until they can transition into normal departmental operations.

Intergovernmental & Community Coordination

· Develop productive working relationships with townships, municipalities, villages, schools, nonprofits, economic-development organizations, and regional partners.

· Assist local governments with identifying funding opportunities when directed by the Board and when the project advances broader County priorities.

· Coordinate multi-jurisdictional grant applications when regional collaboration improves the County's competitiveness for funding.

· Participate in meetings with state and federal agencies concerning County projects and funding opportunities.

· Represent the Commissioners at meetings, working groups, and project discussions when assigned.

· Assist in coordinating community partners and stakeholders necessary for successful grant applications and strategic projects.

Minimum Qualifications

A bachelor's degree from an accredited college or university in Public Administration, Business Administration, Finance, Planning, Political Science, Nonprofit Management, Communications, Economic or Community Development, or a related field;

OR

An equivalent combination of education, training, and professional experience that demonstrates the knowledge and ability necessary to perform the duties of the position.

A valid driver's license is required.

Preferred Qualifications

· Two or more years of professional experience involving grants, project management, public administration, nonprofit administration, economic/community development, or a related field.

· Experience researching, writing, or administering federal or state grants.

· Experience working for or with local government.

· Demonstrated success developing competitive grant applications.

· Experience managing projects involving multiple organizations or departments.

· Experience developing budgets, project schedules, and performance measures.

· Familiarity with federal and state grant compliance requirements.

· Experience preparing reports, presentations, and briefing materials for executive leadership or elected officials.

· Knowledge of Ohio local government and state funding programs.

· Experience working with state or federal agencies.

· Experience managing grant-funded projects from application through final closeout.

· Excellent professional writing and editing skills.

· Strong research and analytical ability.

· Strong organizational and project-management skills.

· Ability to manage multiple applications, projects, and deadlines simultaneously.

· Ability to understand complicated grant guidelines and translate them into actionable requirements.

· Ability to develop clear and persuasive project narratives.

· Working knowledge of budgets, spreadsheets, and financial information.

· Strong attention to detail and recordkeeping.

· Ability to work independently with limited supervision.

· Ability to communicate professionally with elected officials, department heads, government agencies, and community partners.

· Ability to organize groups around a common project and maintain progress after initial meetings.

· Sound professional judgment and discretion.

· Proficiency with Microsoft Word, Excel, PowerPoint, and related productivity applications.

Pay: $50,000.00 - $65,000.00 per year
