The incumbent serves the VA Southern Nevada Healthcare System (VASNHS) as the Human Research Protection Program (HRPP) Administrator/R&DC Coordinator In Research Serve and provides administrative oversight for the Human Subjects Protection Program component of the VASNHS Research Service, which oversees human subjects research at this facility.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/10/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of a clinical program; experience planning, organizing, and developing studies or projects, making recommendations on operating programs and negotiating with others to accept and implement recommendations; and experience evaluating and making recommendations regarding health care delivery systems. . OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree that is related to this position. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 18 semester hours of graduate work.

Responsibilities:

Major Duties:
  • Incumbent provides oversight for the Human Research Protection Program (HRPP) which oversees the protection of human subjects research at VASNHS.
  • Provides support to the Subcommittee for Research Safety and Security (SRSS), Institutional Review Board (IRB) and Research and Development Committee (RDC).
  • Ensures that appropriate oversight mechanisms are in place to ensure compliance with the determinations of the research committees have been implemented.
  • Ensures the timely preparation and administrative review of proposals and other associated documents to ensure review committees receive information and proposals within an appropriate time frame to meet deadline dates for review by the IRB and RDC and the granting agency.
  • Ensures prompt reporting to the research committees, appropriate institutional officials, Office of Research and Development (ORD), Office of Research Oversight (ORO), Office of Human Protections (OHRPP), Federal Drug Administration (FDA), and any other sponsoring Federal department or agency head of any unanticipated injuries or problems involving risks to subjects or others; any serious or continuing noncompliance with regulations or requirements of the Research Committees; and any suspension or termination of approval for human subjects research.
Work Schedule: Full-time, Monday - Friday, 7:30a.m. - 4:00 p.m. PST
