    POSITION TITLE: Facilities Manager
    DEPARTMENT/SERVICE AREA: Facilities / Administrative Services
    REPORTS TO: Executive Director or Superintendent Designee
    FLSA STATUS/ CLASSIFICATION: Exempt / Management
    SALARY PLACEMENT: 260 Calendar, Management Salary Schedule $93,697 - $111,880

    POSITION PURPOSE / SUMMARY:
    The Facilities Manager provides leadership, supervision, and operational oversight for Lane ESD Facilities services to ensure buildings, grounds, equipment, and related operations are safe, functional, efficient, and responsive to organizational needs. As a working manager, this position remains actively engaged in daily operations by providing hands-on support, guidance, and problem-solving assistance alongside Facilities staff while managing department priorities, resources, and services. The Facilities Manager supervises assigned Facilities employees, develops and manages department budgets, coordinates maintenance, custodial, courier, vendor, and facility use operations, and develops facility improvement and procurement recommendations for review and approval through established district processes.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:
    • To lead, supervise, and develop Facilities staff by:
      • Directly supervising assigned Facilities employees, including Maintenance Technicians, Custodians, Courier Driver(s), and other operational personnel as assigned.
      • Recruiting, hiring, onboarding, training, assigning work, coaching, and evaluating employees in accordance with district procedures.
      • Establishing clear expectations, supporting employee development, and addressing performance concerns in collaboration with Human Resources as appropriate.
      • Promoting a safe, collaborative, and service-oriented work environment that supports accountability and continuous improvement.
    • To provide hands-on facilities leadership and operational support by:
      • Maintaining an active presence in daily Facilities operations by providing hands-on support with maintenance, custodial, grounds, facility setup, and operational activities as needed.
      • Assisting Facilities staff with projects, repairs, emergency response, and high-priority assignments.
      • Providing technical guidance, troubleshooting support, and job coaching through active participation in department work.
      • Modeling safe work practices, professionalism, and service expectations.
      • Evaluating operational needs and determining when work should be completed internally or referred to qualified contractors or specialized service providers.
    • To manage daily Facilities operations and services by:
      • Planning, organizing, and directing daily Facilities operations, including maintenance, custodial services, grounds, courier services, facility preparation, and operational support.
      • Establishing department priorities, procedures, schedules, and operational practices to support consistent and effective service delivery.
      • Prioritizing work assignments, reviewing work orders, and coordinating responses to facility needs, emergencies, and operational priorities.
      • Ensuring buildings, grounds, equipment, security systems, and related services are safe, functional, efficient, and responsive to organizational needs.
    • To develop and manage Facilities budgets and resources by:
      • Developing, managing, and monitoring the Facilities Department budget, including personnel, supplies, equipment, contracts, operational expenses, and long-term facility needs.
      • Developing short- and long-range facilities plans, including maintenance priorities, equipment replacement, staffing needs, resource allocation, and facility improvement recommendations.
      • Developing specifications, scopes of work, cost estimates, and procurement recommendations for facility-related purchases, services, and projects; coordinating with Business Services and district leadership to ensure compliance with purchasing procedures and approval requirements.
      • Evaluating facility improvement needs and preparing recommendations, cost estimates, and implementation plans for review by the Superintendent and Executive Leadership Team.
      • Managing department inventory, tools, vehicles, equipment, and purchasing activities within established authority.
      • Ensuring department resources are used effectively and align with district priorities and operational needs.
    • To oversee maintenance, repairs, and facility improvement activities by:
      • Developing and maintaining a comprehensive preventive maintenance program and facilities asset replacement schedule to support long-term operational planning.
      • Inspecting facilities and identifying maintenance needs, safety concerns, and opportunities for improvement.
      • Coordinating approved repairs, facility improvement projects, and maintenance activities to maintain safe, effective, and reliable facility operations.
      • Providing direction, support, and oversight to Maintenance Technicians in the completion of assigned work.
      • Providing operational support for Facilities activities, including inspections, troubleshooting, facility setup, and priority activities, as needed.
    • To manage vendors, contractors, and facility services by:
      • Coordinating work performed by vendors, contractors, and outside service providers.
    • Communicating expectations, schedules, operational requirements, and facility access needs.
    • Monitoring contractor performance, supporting contract administration, and coordinating procurement activities with Business Services to ensure compliance with district purchasing procedures and approved project requirements.
    • Coordinating specialized repairs, services, and approved projects that exceed the scope, resources, or expertise available within the Facilities Department.
    • To oversee facility use and operational support activities by:
      • Managing facility use processes, including scheduling, building rentals, meetings, trainings, and special events.
      • Coordinating custodial, maintenance, security, and setup needs related to facility activities.
      • Communicating facility expectations and ensuring spaces are prepared and restored appropriately.
      • Supporting positive relationships with facility users, community partners, and district stakeholders.
    • To support safe, compliant, and customer-focused operations by:
      • Implementing safety practices, procedures, and training requirements to promote safe Facilities operations.
      • Ensuring compliance with applicable safety regulations, inspections, environmental requirements, and facility-related standards, including OSHA, fire code, hazardous materials, and other regulatory requirements applicable to district operations.
      • Maintaining required documentation, records, and operational procedures related to facility safety, inspections, and compliance.
      • Responding professionally to facility requests and maintaining positive relationships with staff, schools, vendors, and community partners.
      • Supporting district emergency preparedness by coordinating facility-related emergency response, mobilizing operational resources, communicating facility impacts, and assisting with restoration of operations following emergencies.

    QUALIFICATIONS AND REQUIREMENTS:
    Education
    • Bachelor's degree in facilities management, construction management, business administration, public administration, or a related field preferred.
    • High school diploma or equivalent required.
    • An equivalent combination of education, training, and progressively responsible experience in facilities operations, maintenance, building services, or a related field may be considered.

    Experience
    Required:
    • Five (5) years of progressively responsible experience in facilities operations, building maintenance, custodial services, construction, or related building operations.
    • Experience providing leadership, supervision, coordination, or oversight of employees, projects, or operational services.
    • Experience with budget development, purchasing, inventory management, vendor coordination, and resource planning.

    Preferred:
    • Experience managing facilities operations within a school district, public agency, or similarly complex organization.
    • Experience developing preventive maintenance programs, managing facility improvement projects, and coordinating building systems or service contracts.

    Certifications and Licenses
    • Valid Oregon driver's license without safety infractions required.
    • Ability to obtain and maintain certifications related to assigned responsibilities, including equipment operation, safety, or facility-related requirements as applicable.

    • Skill in planning, organizing, prioritizing, and coordinating multiple operational priorities, projects, and deadlines while maintaining effective service delivery.
    • Skill in assessing facility conditions, troubleshooting operational issues, identifying practical solutions, and determining when work should be completed internally or through qualified contractors.
    • Skill in communicating effectively and building positive working relationships with employees, administrators, contractors, vendors, facility users, and community partners.
    • Ability to provide effective leadership by establishing clear expectations, coaching employees, fostering accountability, and promoting a collaborative, service-oriented work environment.
    • Ability to balance strategic leadership responsibilities with active involvement in daily Facilities operations, exercising sound judgment, adapting to changing priorities, and transitioning effectively between administrative responsibilities and hands-on operational support.

    PHYSICAL DEMANDS:

    The position requires the ability to perform both supervisory and hands-on facilities responsibilities. The employee must be able to frequently stand, walk, bend, kneel, reach, climb stairs or ladders, lift, carry, push, pull, and operate tools and equipment. The employee may regularly perform tasks similar to those assigned to Facilities staff, including maintenance support, custodial activities, grounds work, facility setups, inspections, and movement of materials and equipment. The employee must be able to safely lift and move materials weighing up to 50 pounds and occasionally heavier items with assistance.

    Work is performed in office, school, warehouse, maintenance, and outdoor environments. The position requires regular movement throughout district facilities and active participation in facilities operations. The employee may be exposed to weather conditions, cleaning chemicals, dust, noise, mechanical equipment, construction areas, tools, equipment, and other conditions associated with facilities operations. The Facilities Manager may occasionally work outside normal business hours, including evenings or weekends, to support emergencies, events, building issues, or operational needs. Appropriate safety practices and personal protective equipment are expected.
