π Overview:
The Associate Network Construction Manager supports fiber construction activities across outside plant (OSP), inside plant (ISP), utility pole, and ground facility environments. This role requires familiarity with permitting, pole/conduit licensing, and coordination with local/state utilities.
You will assist senior Construction Managers and Project Managers in planning, tracking, and executing fiber infrastructure projects including relocations, enterprise builds, utility make-ready, and above/below-ground installations.
This position is ideal for early-career candidates looking to grow into a full Network Construction Manager role.
π§ Key Responsibilities:
π οΈ Construction & Field Support:
β’ Attend Kick-Off meetings to support all phases of fiber construction
β’ Assist Construction Managers with site visits, surveys, safety inspections, and closeout
β’ Provide direction to contractors in alignment with project specifications
β’ Support relocation and utility make-ready projects across NJ, PA, and DE
β’ Clear conflicts for PADOT, DELDOT, and NJDOT and respond within each jurisdictionβs operating systems
π§ Utility Coordination & Pole Processes:
β’ Handle all pole transfers, including vendor scheduling
β’ Create POs, reconcile invoices, and manage vendor interactions
β’ Manage NJUNS and SPANS systems
β’ Create pole maps, work orders, and assignments
β’ Coordinate with utilities and vendors to drive toward completion schedules
β’ Support over lash applications to utility power companies
π Project Tracking, Reporting & Analysis:
β’ Use Power BI and business intelligence tools for OTP, CRM assignment analysis, and predictive visuals
β’ Maintain accurate project records in internal tracking systems
β’ Submit Change Management tickets when required
β’ Ensure teams and customers are aware of issues impacting timelines or cost
π Permitting, Licensing & Documentation:
β’ Develop a working knowledge of public/private right-of-way permitting
β’ Understand how requirements vary by municipality and pole owner
β’ Review As-Built drawings and validate quantities
β’ Observe and learn from senior Network Construction Managers, Fiber Engineers, NOC, Field Operations, and Customer teams
π Education Requirements:
β’ High School Diploma / GED required
β’ Equivalent work experience acceptable
π§ Experience Requirements:
β’ 0β2 years in telecommunications/wireless industry (required)
β’ Preference given to candidates with exposure to:
- Outside Plant (OSP) construction
- Inside Plant (ISP) fiber construction
- Utility or DOT-related work
