JOB DESCRIPTION:
Primary Purpose: To assist with the procurement functions of the school district and the organization and management of the District’s purchasing office and central distribution facility.
RESPONSIBILITIES:
Major Responsibilities and Duties
Assist Director of Purchasing and Materials Management with the organization and management of routine work activities in the Purchasing department, including the review of requisitions, purchase orders and contracts.
Maintain a current and prospective vendor list/database and catalog resources.
Maintain current solicitation records and facilitate records retention.
Disseminate purchasing information to schools and departments.
Prepare and evaluate solicitations/quotes and furnish departments and schools with summaries. Also, obtain and/or verify vendor price quotes for user schools and departments.
Promote positive relationships with schools, departments, vendors and the community.
Prepare and distribute competitive solicitations.
Compile solicitation information and, prepare tabulations on assigned projects.
Evaluate assigned solicitations, forward information and recommendation to user department(s) and to the Director of Purchasing and Materials Management.
Identify additional sources to obtain competitive prices and terms.
Check for proper use of commodity codes, budget codes, solicitation information, cooperating purchasing organizations, procurement cards and cell phones.
Relieve supervisors of administrative detail upon request.

EXPERIENCE:
Minimum Experience:
Pertinent work experience with procurement methods: RFP, RFQ, CSP
Applied experience analyzing and tabulating proposals, vendors/suppliers, supplies, and price options
Experience working with ERP systems
QUALIFICATIONS:
Minimum Education/Certification:
Associate’s degree in business or five years of school district or government procurement experience preferred
Professional Certification (TASBO preferred)
Valid Texas driver’s license
Special Knowledge/Skills:
Knowledge of school accounting codes and procedures
Knowledge of school law statutes regarding purchasing
Ability to interact and work well with people
Proficiency in Microsoft Word, Access, Excel, and PowerPoint
OTHER INFORMATION:
Working Conditions: Daily attendance in this role is critical. Mental/Physical Demands/Environmental Factors: Heavy lifting and carrying (45 pounds and over), reaching above shoulders, use of fingers, walking, specific visual requirements, using computer and reading small print. Works around machinery with moving parts, heavy traffic through office.
