This role focuses on generating new business, responding to public RFPs, and closing new clients across multiple industries. The ideal candidate has hands-on sales experience within a staffing or recruiting agency and is comfortable managing the entire sales cycle—from prospecting to proposal writing, contract negotiations, and client handoff. Key ResponsibilitiesBusiness Development – Temporary Staffing & Direct HireIdentify and pursue new business opportunities for temporary staffing, temp-to-hire, and direct-hire recruitment services.Conduct outbound prospecting via cold calls, email outreach, LinkedIn, networking events, and industry associations.Build a strong pipeline of clients needing clerical, light industrial, professional, and specialized direct-hire placements.Present staffing and recruitment solutions that align with client needs and workforce challenges.Work closely with recruiting teams to ensure successful candidate delivery and quality.Track all activities and pipeline development in the company CRM. RFP & Proposal ManagementSearch for and monitor public solicitations (RFPs, RFQs, RFIs) across multiple states.Lead proposal responses, including writing, collecting required documents, developing pricing, and preparing final submissions.Partner with leadership to create compelling, compliant, and competitive responses. Sales Execution & ClosingConduct discovery calls, needs assessments, and client presentations.Develop tailored service offerings for temporary staffing and direct-hire recruitment.Prepare pricing proposals, rate sheets, and staffing plans.Negotiate terms, contracts, and placement fees.Close new clients and transition them to the internal recruiting team seamlessly. Account Expansion & Relationship ManagementBuild long-term relationships with client stakeholders, department heads, and hiring managers.Identify new opportunities within existing accounts — including additional departments, locations, and role types.Provide ongoing consultation to clients regarding market trends, talent availability, and workforce planning. Market Research & Strategic InsightMaintain a strong understanding of staffing market trends, competitor offerings, and state/local procurement requirements.Provide leadership with insights that support business planning, pricing strategy, and service expansion. Required Qualifications2–5 years of sales experience at a staffing or recruiting agency (required).Proven success selling temporary staffing and/or direct-hire recruitment services.Experience writing and responding to government or large-enterprise RFPs.Strong understanding of bill rates, markups, placement fees, and GP margins.Excellent communication skills, especially in proposal writing and client presentations.Highly organized, detail-oriented, and able to manage multiple opportunities simultaneously.Proficiency with CRM systems, Microsoft Workspace, and procurement portals. Preferred QualificationsExperience with government clients (city, county, state, or federal).Familiarity with compliance documents.Prior experience developing pricing strategies for temporary and direct-hire services.
