Job Summary:  

The Legislative Management Officer will serve as the technical and administrative support for the planning, coordination, and financial tracking of official Congressional travel (CODELs and STAFFDELs). The specialist serves as a key liaison between Congressional staff, military liaison offices, U.S. embassies and consulates, and executive branch counterparts to ensure travel is organized, compliant, and well-documented. Responsibilities include preparing cost estimates, managing expenditure reports, drafting cable traffic, and submitting regular status reports to leadership. The ideal candidate is detail-oriented, comfortable working across multiple high-level stakeholders, and able to navigate complex logistical and financial processes in a fast-paced government environment.

Responsibilities and Duties:

  • Provides substantive technical support to the Supervisory Travel Specialist and LMOs and advises on all aspects of administrative and financial management issues.
  • Provides technical guidance and support on issues relating to Congressional staff travel, including unprecedented actions which affect the operation of the Office and overseas posts.
  • Provides support assistance through continuous and daily contact with congressional staff and relevant executive branch counterparts (i.e. military liaisons), personnel and committee staff, for the purpose of developing and organizing planned official Congressional travel, including providing analytical and financial tracking support related to congressional travel. In addition, coordinates with members of the military liaison offices for both the House and the Senate and with senior staff in the Office of the Secretary of Defense and in regional military authorities, all of which are closely involved with Congressional travel.
  • Maintains close contact with staff of Embassies and consulates involved in Congressional travel, including Ambassadors, Deputy Chiefs of Mission, Management Counselors, and other staff as required.
  • Carries out coordination and management of Staff Delegations (STAFFDELS), including assuring appropriate and timely notifications to overseas staff and financial tracking support related to congressional funding.
  • Liaises with the authorizing committee(s) of record to provide copies of post expenditure reports for each country visited by a congressional delegation. Maintains close contact with financial management officers to provide additional technical assistance on questions regarding expenditure reports.
  • Keeps abreast of program changes that may affect foreign travel arrangements; recommend travel arrangements or logistics accordingly to facilitate fully integrated elements of Congressional travel.
  • Provides administrative support to LMOs on drafting and clearing appropriate cable traffic to posts.
  • Works closely with posts to prepare cost estimates for review by Congressional authorizers, organizes financial data for review/approval by the congressional authorizing committee of record.
  • Timely submission of monthly status reports to the Program Manager.
  • Performs other related duties as assigned.

Qualifications and Skills:

  • Minimum education: Bachelor’s degree in business administration or related field or substituted with High School Diploma and four (4) years of experience
  • Minimum experience: five (5) years serving as a liaison or Legislative Management Officer managing travel
  • Demonstrated experience in E2 travel system
