Job Description

Project/Program:

OREPA Data Warehouse/System Developer Expert.

The position will be responsible for creating and updating APS reporting functions to comply with new Federal APS reporting requirements. This includes updating system-generated reports as a result of OSC audits, addressing reporting backlogs, refining current caseload data reports to cover on-going cases, adding APS data to the Commissioners Dashboard, and creating new reports for payee, referrals, case timeliness, completion, clients, performance (using NAMRS data), as well as other LDSS requests. Reporting capabilities will also be enhanced to allow for real-time report generation.

Day-to-day Tasks

Activities include, but are not limited to:

• Work collaboratively with OREPA and APS staff and participate in business requirement gathering for BI projects.
• Work with Business Analyst on analysis and logical design.
• Perform complex SQL coding to facilitate reporting and testing functions.
• Modeling using IBM Cognos BI Framework Manager and Transformer to support mission critical reporting initiatives including all layers of the model and package development.
• Securing the Framework Manager and Transformer models for data level, object level and package access security.
• Create advanced reports using IBM Cognos Analytics 12, which include but are not limited to several pages with conditional formatting and joining multiple queries to produce a single dataset for the requested report.
• Complete testing of all reports, dashboards and analytics in all environments prior to business owner review/approval.
• Transfer knowledge to other Cognos users creating their own reports in person and using electronic technologies.
• Provide troubleshooting and end user support and problem resolution.
• Research and develop solutions utilizing new product functionality to integrate into Human Services Cluster business deliverables.

Systems Developer–

Develops and implements applications and programs for the backend processing systems used in businesses and organizations.

Expert

84 months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

Requested Qualifications

• 84 Months of Experience in business requirement gathering, analysis and logical design; translating issues both in oral and written communication.
• 84 Months of Experience in creating and modifying Framework Manager models.
• 84 Months of Experience in creating and modifying reports using COGNOS tools.
• 84 Months of Experience in using SQL for analysis and reporting including conditional formatting and joining queries sourced from multiple tables or views.
• 84 Months of Experience testing reports, analytics, troubleshooting, problem solving, documenting and presenting data challenges to stakeholders.
• 84 Months of Experience working in social services or related fields.
• Bachelor’s Degree.
