ASAP (Adult Services Automation Project) for OCFS
ASAP (Adult Services Automation Project) is the legal system of record for all the Protective Services for Adult cases for NYS. Upstate and Long Island Local District Social Services agencies administer the program; OCFS (Office of Children and Family Services) Child Welfare Community Services’ Bureau of Adult Services oversees it.
ASAP is an n-tiered web-based statewide system for caseworkers to electronically enter all intake, assessment, services plans, reviews, updates, case/progress notes, and ineligibility determinations. It includes system-generated reminders/alerts to assist caseworkers and supervisors with managing their caseloads and workflows, pre-defined, standard reports as well as customized reports based on user search criteria, and the ability for OCFS to obtain statewide statistics.
ASAP uses required tools and platforms such as NY.gov ID, Oracle database, role-based security, securing confidential data. ASAP allows OCFS to maintain legislative requirements as well as better plan to meet the needs of an increasing number of vulnerable elderly and impaired adults This position is the One and Only developer for this large, important system.

Systems Developer -
Develops and implements applications and programs for the backend processing systems used in businesses and organizations.
Expert -
84 Months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

Day-to-Day Tasks
- Work independently on requirements gathering, analysis, documenting logical design and functional design.
- Perform complex VB.Net development and deployment.
- Oracle PL/SQL programming.
- Work to keep this system compliant and up to date with ITS standards, hardware, software and security practices.
- Perform unit testing and correct all identified bugs.
- System troubleshooting and maintenance.
- Process Help Desk tickets and service requests for its 1200 users statewide.
- Coordinate and assist Cognos team with report requests.
Systems Developer -

Requested Qualifications
- 84 months experience developing N-Tier .net web applications utilizing VB.Net and/or C# 2.0 or above.
- 84 months experience with relational database design & deployment of complex SQL objects, writing PL/SQL writing packages, XML type stored procedures and triggers, all in an Oracle environment.
- 84 months experience writing and developing Web Services or Windows Communication Foundation (WCF).
- 84 months packaging, coordinating and deploying code base through environments including production.
- 84 months experience working directly with customers to identify their business processes, rules, and understand application user requirements and issues.
- 84 months experience utilizing JQuery.
- 84 months experience with Team Foundation Server.
- 84 months experience in writing test plans & cases and performing unit testing & leading UAT testing.
- Bachelor’s Degree.
