WHAT YOU GET TO DO

The Import Compliance Manager is responsible for ensuring that all imported goods comply with U.S. Customs and Border Protection (CBP) regulations, including accurate Harmonized Tariff Schedule (HTS) classification, valuation, country of origin marking, and duty payment. This role is critical for mitigating legal and financial risks, optimizing duty expenditures, and maintaining operational efficiency in international trade. Works closely with Shipping, Finance and Legal.

Essential Tasks and Responsibilities:

  • HTS Classification & Documentation
    • Determine and validate HTS codes for all imported products using CBP rulings, Explanatory Notes, and General Rules of Interpretation.
    • Maintain classification records and justification files.
    • Submit binding ruling requests to CBP when necessary.
    • SAP data maintenance, ensuring proper HTSUS code for materials.
    • Handle classification (HS codes) and valuation of goods.
  • Regulatory Compliance
    • Ensure compliance with 19 U.S.C. § 1592 and other applicable customs laws.
    • Monitor changes in trade regulations, tariffs (e.g., Section 301), and free trade agreements.
    • Oversee preparation of import documentation (proforma invoices, packing lists, bills of lading, certificates of origin).
    • First point of contact for US import customs brokers
    • Coordinate with customs brokers to ensure smooth clearance.
    • Track all imports and resolve delays or issues.
    • Coordinate with customs brokers and freight forwarders to ensure accurate filings.
  • Audit & Risk Management
    • Conduct internal audits of import transactions and customs entries.
    • Identify and correct discrepancies in valuation, classification, and documentation.
    • Lead prior disclosure processes when violations are identified.
  • Cross-Functional Collaboration
    • Work closely with Procurement, Finance, Legal, and Engineering to ensure product data accuracy.
    • Close cooperation with parent company and vendor Shipping Departments
    • Maintain overview of incoming shipments (projects and spare parts)
    • Support cost modeling and landed cost analysis for imported goods.
  • Training & Policy Development
    • Develop and deliver training programs on import compliance for relevant staff.
    • Draft and maintain import compliance manuals and SOPs.

WHAT YOU HAVE

  • Bachelor’s degree in international Trade, Supply Chain, Law, or related field.
  • Minimum 5 years of experience in import compliance, customs brokerage, or trade law.
  • In-depth knowledge of HTSUS, CBP regulations, and international trade practices.
  • Experience with CBP’s Customs Rulings Online Search System (CROSS) and ACE Portal.
  • Strong analytical skills and attention to detail.
  • Excellent communication and documentation abilities.
  • Licensed Customs Broker (LCB) certification preferred
  • Certified Customs Specialist (CCS) certification preferred
  • Certified Export Specialist (CES) certification preferred

Working Conditions and Environment:

  • Overtime, if required by work
  • Authorization to work in the U.S
  • Occasional travel may be required
  • Passport or ability to obtain passport
  • Professional office and customer site etiquette is required at all times
  • Physical requirements may be: Sitting, squatting, walking, reaching out to arm’s length, reaching over-head, lifting 30 pounds, and reading
