Under general supervision, plans, develops, coordinates, facilitates and monitors training and education programs for the agency to ensure they meet goals, objectives and regulatory requirements.
Essential Duties
Plans, designs, schedules, coordinates and delivers training programs for employees at all levels and across all departments of the agency; provides relevant classroom training; researches training needs and designs training with employees and department leadership to provide training that is consistent with agency goals and regulatory requirements; works with directors, managers, and supervisors to identify training needs and to address employee performance issues; advise employees at all levels about professional development and continuing education. Consults with the HR Director and the HR Manager regarding annual EEO training requirements.
Conducts training needs assessments, responds to requests and solicits suggestions to determine agency training needs. Establishes objective evaluation of training to determine if training objectives have been met; ensures high quality training is delivered to staff by developing and delivering on-going training. Researches and schedules qualified vendors to provide highly specialized training to agency personnel as required by agency, state and federal guidelines.
Supervises and evaluates the work of the Operator Trainer and the Simulator Trainer ensuring that operational training needs are met efficiently and effectively with an emphasis on reducing accident frequency and encouraging safe operator behavior.
Manages the agency’s transit simulator program. Serves as the liaison between the simulator vendor and the agency to ensure that all program goals, upgrades, updates, and deliverables are met efficiently, and that issues are reported accurately and resolved effectively. Ensures that simulator training staff receive both initial and refresher training. Serves as a subject matter expert with WSTIP and its member agencies on simulator training and simulations. Coordinates executive-level simulator presentations for visiting dignitaries and interested parties.
Manages the agency’s Entry Level Driver Training Program ensuring that FMCSA and WASDOT regulatory requirements are met. Administers the agency’s Training Provider Registry with FMCSA, administers the agency’s License Express Account with WASDOT, monitors compliance with federal and state guidelines. Consults with the Operator Trainer and Simulator Trainer to ensure objective and measurable evaluative documentation is kept for new drivers; monitors progress of new drivers and initiates appropriate corrective action up to and including termination according to established personnel policies, procedures and relevant collective bargaining agreements.
Consults with the Safety and Security Manager to determine agency vulnerabilities with regards to training requirements per federal and state regulations as well as agency policies and procedures; designs, delivers and/or purchases appropriate training solutions to reduce agency liability and ensure compliance.
Consults with subject matter experts and agency training staff including the Safety and Security Trainer, Marine Safety Trainer, and the Vehicle Maintenance Supervisor Trainer to ensure that training programs are in compliance with applicable laws, rules and regulations and are delivered efficiently and effectively and are tracked and reported accurately.
Administers the agency’s online learning platforms, and ensures that employee training transcripts, training rosters, and certificates of completion are updated efficiently and accurately to ensure compliance and audit accuracy.
Designs and updates suggested career paths and associated succession planning training. Ensures that newly promoted management employees have access to high-quality training that supports them in their new responsibilities. Coordinates onboarding training processes for newly hired employees (both regular and temporary) at all levels and in all departments.
Builds and maintains a repository of resources for management employees on a variety of leadership development topics and concerns.
Works with educational institutions to provide employees with appropriate educational opportunities that are in line with the mission and goals of Kitsap Transit.
Maintains ongoing contact with peers in the training profession, in and out of the transit industry; stays current with developments in the field through training literature, conferences, and seminars; presents training information and training programs to other training professionals and incorporates current best training practices at Kitsap Transit.
Qualifications
MINIMUM QUALIFICATIONS:
Bachelor's degree in adult education, or related field, with course work in vocational instruction, applied psychology, training and development and three years of experience in the development and delivery of training programs for diverse audiences, including two years of supervisory experience. An equivalent combination of education and experience will be considered in lieu of a Bachelor’s degree. Must be highly organized with proven ability to administer and evaluate training programs for all levels of employees.
The Following Qualifications Are Desirable
Experience providing training in a public transportation environment.
Facilitating and administering eLearning.
Experience in AI or simulated training.
