As our Capital Project Manager, you’ll lead construction of essential county assets—literally building the facilities and infrastructure the public relies on—ensuring quality, compliance, and long-term community value.

As the Capital Project Manager, you will:

• Drive transformative capital construction projects from concept to completion, serving as the technical expert and strategic leader for complex, multidisciplinary infrastructure projects including buildings, utility systems, and public facilities.
• Manage county-owned asset development with broad professional autonomy, applying independent judgment to establish procedures, systems, and priorities while directing project scope, schedule, and budget on high-impact capital initiatives.
• Lead cross-functional engineering excellence by serving as the primary technical resource for internal engineers, technicians, and construction managers, while overseeing both in-house teams and external professional service contracts.
• Navigate complex political, environmental, and technical landscapes, providing expert analysis on sensitive issues and presenting technical testimony and progress updates to elected officials, community groups, and the Board of County Commissioners.
• Shape procurement and contracting strategy by preparing RFQs, RFPs, and bid solicitations; negotiating contracts with consultants and contractors; and ensuring full compliance with federal, state, and local contracting requirements.
• Build and mentor high-performing engineering and project delivery teams, establishing performance standards and participating in hiring decisions that will define the future of county infrastructure management.

What you bring:

• Professional Engineering Credentials: 
  • Licensed Professional Engineer (PE) in Washington State, or actively pursuing Washington State comity, demonstrating commitment to professional excellence and regulatory compliance.
• Educational Excellence: 
  • Bachelor's degree in civil, mechanical, electrical, or related engineering field from an accredited institution. 
• Proven Leadership Experience: 
• Minimum 2 years of supervisory or lead experience managing engineering or construction-focused teams or contractors.   
• Comprehensive Engineering Background:
  • At least 6 years of relevant engineering experienced emonstrating technical competencein municipal infrastructure and public buildings.
  • Experience in construction management or working closely with construction managers is a strong bonus.
  • Project management experience should be directly related to delivering public works improvements.
• Advanced Communication Skills:
  • Experience with public presentations, technical testimony, and stakeholder engagement, with ability to translate complex engineering concepts for diverse audiences.
• Strategic Procurement Experience:
  • Knowledge of public-sector procurement for professional services, contract negotiation, and consultant or contractor oversight.
• Preferred Certifications:
  • Project Management Professional (PMP) or Certified Construction Manager (CMAA) credentials that enhance your project delivery capabilities.

*Engineering means the "practice of engineering" as defined in RCW 18.43.020.

• Driving Requirements 
  • The successful incumbent must meet the driving requirements of this position and submit a copy of the current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as:
    • Category 1: operates County-owned vehicle, and
    • Category 2: Driver may operate a personal vehicle as an essential function for official County business.  Any employee using a personal vehicle on official County business shall be required to maintain auto liability insurance, in addition to having a valid driver's license.

Salary : $113,443 - $145,130
