The Youth Counselor II provides educational instruction for juveniles before the 9th District Juvenile and Domestic Relations District Court and Court Services Unit in the counties of King William, King & Queen, Charles City, Middlesex, and New Kent. The Youth Counselor II must be able to teach Law Related Education and Substance Abuse Education lessons using best-practice and evidence-based curriculums approved by the Virginia Department of Juvenile Justice. The Youth Counselor II must possess the skills to develop, enhance, implement, and facilitate program-specific information to juveniles in a classroom setting. The Youth Counselor must be able to develop homework assignments and inspire juveniles to develop a personal project based on the knowledge they have obtained and their personal involvement with the juvenile justice system. The Youth Counselor II must document all correspondence with the juvenile, parents, court service unit, and court to ensure that accurate reports of the juvenile's participation in the program are reported to the court service unit and court. The Youth Counselor II will also provide case management (Intensive Supervision and Electronic Monitoring) services for juveniles at a minimum of one (1) weekend per month or "As Needed." This position may include home visits, installing monitoring devices, responding to alerts, checking activities generated by GPS movement on the web-based program, and documenting all contacts/activity. The Youth Counselor II must exercise initiative and sound judgment in all phases of work. The Youth Counselor II must be knowledgeable of adolescent behavior management skills and group dynamics. The Youth Counselor II must exercise tact and courtesy in frequent contact with court personnel, county officials, and the public while maintaining strict confidentiality. The Youth Counselor II is a part-time hourly position reporting directly to the Program Manager/Director of VJCCCA/Community Connection Program and provides no direct supervision to other staff. This position works no more than twenty-nine (29) hours per week.
EXAMPLE OF DUTIES
Develop, implement, and facilitate program-specific information to juveniles in a classroom setting.Schedule assigned juveniles for law-related or substance abuse education groups,Develop and issue homework assignments, review them for accuracy and completeness, and inspire juveniles to develop a personal project based on the knowledge they have obtained along with their experience from their personal involvement with the juvenile justice system.Maintain a current working file for the juvenile, which includes up-to-date contacts, documentation of the juvenile's participation in the program (completed assignments, tests, and any correspondence sent to others with a vested interest in the juvenile's participation, i.e., court, court service unit, parents, juveniles, that must be turned in to the Program Assistant once the juvenile has completed the program). It should also include a copy of the court order or referral to the program.Prepare program completion reports and other correspondence to be sent to the appropriate referring agent and juveniles/parents.Plan, schedule, and prioritize work assignments and daily activities and meet required deadlines. Attend training on topics related to juvenile behavior and conflict resolution and certifications to administer assessments and screens, such as the Substance Abuse Subtle Screening Inventory (SASSI)Maintain strict confidentiality of all juvenile information.Performs other related work as requested.
SUPPLEMENTAL INFORMATION
The position requires a minimum of 2 years of college in human services or a related field and two years of professional experience working with adolescents, or four years of an equivalent combination of training and related experience may be substituted. The position requires the: Possession of a valid State of Virginia driver's license; possess and maintain a driving record that meets established King William County and State of Virginia Driving Standards. Clearance of background checks through Child Protective Services, FBI, and State NCIC and drug screening. Minimum amount of liability insurance on personal vehicle, as required by the State of Virginia, is maintained.Ability to maintain certificate for the Substance Abuse Subtle Screening Inventory (SASSI)Ability to drive for long periods.Ability to work beyond normal work schedule, as needed; including nights, weekends, and holidays, as needed. EMPLOYEE UTILIZATION IN ADVERSE WEATHER AND EMERGENCY CONDITIONS All King William County employees are subject to being assigned to specific positions and tasks during a "Declared Emergency" as support personnel by the County Administrator.
