Join our HR Team! The Department of Local Services has an exciting opportunity for two Senior Human Resource Analysts. We are seeking two seasoned Senior Human Resource professionals to provide overall HR Business Partner support, leave administration, and manage our Talent Acquisition lifecycle process.   • Facilitate and advise on Family and Medical Leave Act (FMLA), state leave laws, and related accommodation requests, ensuring compliance and consistency in application.
  • Develop, conduct, monitor and oversee fair, objective and equitable recruitment and selection processes. Provide recruitment and hiring support to hiring managers throughout the department, while understanding different lines of business.
  • Create robust sourcing strategies, network with passive candidates, utilize industry websites, job boards, social media, and other tools to grow diverse, well-qualified candidate pools. 
  • Develop and implement targeted recruiting strategies and activities; create job announcements and advertisements; ensure compliance with Title VII, ADA, and other non-discrimination laws, practices and policies when administering employment processes.
  • Conduct or coordinate applicant screening, testing, and interview processes. Train interviewers on effective, legal, and unbiased interview practices. Develop and administer merit-based selection materials including recruitment plans, job-related exams, interview questions, and related rating criteria.
  • Engage in continuous process improvements. Design and develop general and specialized human resource programs and metric systems, including determining performance tracking measures, developing procedures and evaluating program performance. Develop, coordinate and deliver training.
  • Utilize tools such as Word, Excel, SharePoint, applicant tracking, background and reference check systems, to create and maintain documents, spreadsheets, tracking tools, and recruitment and selection processes.

The most competitive applicants will have human resources experience that includes extensive recruiting experience, leave administration as well as strong personnel and administrative skills with an emphasis on using technology tools to create work products. 

  • Five (5) years of increasingly responsible professional human resource experience with a focus on recruiting and leave administration.
  • Bachelor’s degree in human resources management, Public or Business Administration or a closely related field, OR an equivalent combination of education and experience.
  • Ability to successfully anticipate, identify and interpret potential employment problems and issues and create strategies to divert and/or resolve problems.
  • Ability to manage multiple high-volume recruitment selection processes effectively and efficiently to hire the best candidate for each position.
  • Strong knowledge of leave administration, FMLA laws and regulations, and accommodation process.
  • Demonstrated skill at working collaboratively, creating relationships, building trust and rapport with a diverse group of people.
  • Ability to synthesize large amounts of information quickly and identify trends, patterns, and impacts of data as it relates to workforce planning and development.
  • Skill in effective time-management, planning, prioritizing and coordinating multiple projects with critical timelines.
  • Excellent written and oral communication skills, which includes the ability to deliver presentations and training to large groups.
  • Demonstrated skill in the use of PeopleSoft or other HRIS system.
  • Demonstrated skill in the use of NEOGOV or other electronic applicant tracking system.
  • Intermediate level of proficiency using SharePoint and Microsoft Office Suite including Excel, Word, and Outlook or an equivalent email program.
  • Other duties as assigned.

  • Experience in the public sector
  • Experience working in a unionized environment
  • Experience with PeopleSoft and NEOGOV

INTERVIEW SCHEDULE: 
Those applicants who pass the initial screening will be invited to a 15-minute phone interview the week of 5/11/2026.

If you are selected to move forward after the phone interview, you will be invited to a 45-minute in-person interview the week of 5/18/2026.

This recruitment is open to all qualified applicants and may be used to fill current and or/future Career Service, term-limited temporary, short-term temporary, and or/special duty positions over the next six months. Currently, we are filling one (1) career service position and one (1) term-limited position.

Special duty opportunities are open only to current King County career service employees who have completed their initial probation. Special duty applicants must have approval from their current supervisor to accept an assignment. Current employees selected for special duty will be compensated based upon the provisions of the collective bargaining agreement, King County Personnel Guidelines, or Coalition Labor Agreement for their base assignment.

WORK SCHEDULE: The work week is normally Monday through Friday, 8:00 a.m. to 5:00 p.m., but may at times require work outside of normal business hours.  This position is Exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay.

We work in the office at least three days per week to foster connection and responsiveness, arrive prepared and on time, and structure meetings with clear goals and next steps.

EMERGENCY DESIGNATION STATUS: Non-Mission Critical - Employees who staff county functions or services that may be delayed, suspended, or diverted in an emergency while essential functions are prioritized Mission Critical.

UNION MEMBERSHIP: This position is non-represented.
