The Children, Youth, and Young Adult Division (CYYAD) of the Department of Community and Human Services (DCHS)is recruiting for a Contracts and Operations Manager. The Contracts and Operations Manager is a new position and will work closely with division and department leaders. This position will lead the development and continuous quality improvement for division processes and procedures related to procurement (requests for proposals), contracting, reporting, program monitoring, and related training for staff and contracted partner organizations. This position will work collaboratively to create, revise, and implement policies and ensure that work continues to be grounded in anti-racist values, centering those most impacted.  

The Contracts and Operations Manager will work across the division and with the department's contracts and procurement staff, fiscal staff, and fiscal compliance staff. This position will also work in coordination with Public Health of Seattle-King County staff on the Best Starts for Kids Initiative.

The division also delivers re-engagement, education, and employment programs for youth and young adults ages 16-24 years and is partnering with King County agencies and community organizations to provide restorative justice services to youth.

  • Best Starts Child Care Subsidies and Wage Boost Pilot 
  • Puget Sound Taxpayer Accountability Account’s K-12 and post-secondary investment strategies
  • Employment, Education and Training Services 

To be considered for this opportunity, you must at a minimum, demonstrate the knowledge, skill, and ability to: 

  • Lead the development, standardization, centralization and tracking of division processes and procedures related to procurement, contract management, program monitoring, and training. 
  • Provide leadership for implementation and continuous improvement of the division’s contract management and related cross-team operating procedures.
  • Revise/develop artifacts related to contract management including policies, procedures, workflow diagrams, toolkits, etc. 
  • Provide training and technical assistance to the division’s program managers and contracted community organizations.
  • Build and maintain effective working relationships with the division team members, department leadership, and other County departments, especially Public Health of Seattle-King County, co-leads of the Best Starts for Kids Initiative. 
  • Act as the division liaison with the department teams, including government relations, contracts and procurement, and fiscal compliance. 
  • Reinforce and embed equity and social justice principles into contracting and contract management practices, attitudes, and actions that produce equitable access, opportunities, treatment, impacts and outcomes for all. 
  • Perform other management and operations duties as assigned.
  • Be an active member of the CYYAD Leadership Team.

Serve as division representative for department-wide initiatives and priorities:

  • Support the division’s annual planning processes.
  • Support the DCHS -Annual Planning efforts.
  • Serve as a CYYAD representative on the DCHS Internal Systems Team.
  • Serve as the CYYAD representative on the DCHS Compliance Workgroup. 
  • Partner with the Division Director and Deputy Director to lead implementation of complex, interdivisional, and cross department projects.
  • Perform other related duties as assigned. 

We are looking for candidates who:

  • Are experienced in human services and/or public-sector contracting, including designing and overseeing equitable, efficient, and effective policies and operations.
  • Have experience cultivating an inclusive, equitable workplace culture grounded in strong processes, relational leadership, psychological safety, and cross-functional collaboration.
  • Maintain deep knowledge of and commitment to applying equity, racial, and social justice principles, with an understanding of how place, race, policy, and systemic inequities affect marginalized communities.
  • Can bring curiosity, adaptability, and a commitment to continuous learning and improvement at both personal and organizational levels.
  • Are proficient with Modern Workplace tools (SharePoint, Microsoft Teams, OneDrive, etc.) and committed to sharing knowledge in ways that honor diverse communication styles and learning needs.

Work schedule/conditions: This position is exempt from the provisions of the Fair Labor Standards Act and not eligible for overtime. Typical hours are Monday - Friday 8am-5pm. This position is non represented by a union.

Teleworking requirement: The work associated with this position will be performed through a combination of teleworking and onsite work in CYYAD’s Tukwila office (625 Andover Parkway West, Suite 200, Tukwila 98188). Currently, employees are expected to be in the office for a minimum of two days per week. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. 

King County has a robust collection of tools and resources to support working remotely. 

Emergency Designation: This position has been designated as Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.
