Summary/objective
The Fire Marshal directly oversees and manages fire prevention activities to protect life and property through fire prevention, code enforcement, fire safety, building plans and review activities, and fire investigations which may be performed under conditions requiring physical exertion. Major elements of a Fire Marshal’s work are the participation in code enforcement activities performed at buildings and construction sites. The Fire Marshal also spends considerable time in the education environment at schools and businesses performing public education activities. The Fire Marshal works closely with the Fire Chief, Fire Operations, City Police, City Planning, City Code Enforcement, and City Building Inspection departments.

Environmental Conditions: Fire Marshal may be exposed to heat within burning buildings, work outside in all types of weather conditions, possibly exposed to chemicals, exhaust fumes, smoke, burning buildings, power lines, buildings with unsafe structural integrity, noise from truck engines, sirens, and power tools, and high elevations due to work on ladders and rooftops.
Physical demands
Work at heights greater than ten feet.
Move objects up to 50 pounds short distances (20 feet or more).
Work for long periods of time, requiring sustained physical activity and intense concentration.
Rely on sense of sight and hearing to help determine the nature of an emergency and make operational decisions.
Make potentially life and death decisions during emergency situations.
Work in a variety of weather conditions with exposure to outdoor elements.
Work safely without presenting a direct threat to self or others.
Bend or stoop repeatedly, or continually, over time to perform emergency medical services, or perform duties on the fire ground.
Use SCBA and protective clothing to prevent exposure to hazardous materials and infectious diseases.

Positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. In addition, individuals may be required to pass a Texas Department of Transportation exam and possess the appropriate commercial driver's license (Texas Class B Exempt CDL). Pre-employment drug testing is required for CDL positions. Employees in CDL positions will be subject to unannounced alcohol and drug testing as a condition of continued employment. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.

- Inspect and enforce establishments for compliance with fire codes, ordinances, and regulations
- Inspect establishments concerning complaints of fire and life safety hazards
- Coordinate activities with building and standard boards, meeting with other agencies, businesses, attorneys, inspectors, and other experts
- Conduct plan review and ensure the compliance of approved plans with the City’s adopted codes and national standards
- Investigate to determine fire origin and cause, including conducting searches through burned buildings and vehicles
- Photograph and document the scene of fires during suppression and investigation, including witness interviews, suspect interrogations, take statements, and write reports
- Supervise the collection and preservation of evidence for analysis and use in possible criminal cases
- Obtain and serve subpoenas, arrest suspects, give depositions or court testimony for criminal and civil cases
- Ensure the protection of fire scenes until released to the owner or proper authority
- Confer and coordinate investigation activities with other investigators, outside agencies, and insurance adjusters, as required
- Meet with the media, acting as PIO
- Inspect and maintain compliance of oil field tank and battery property areas
- Perform various public education classes to help promote fire safety within the community
- Educate the public concerning fire hazards, life safety, fire prevention, and demonstrate the proper use of safety equipment
- Counsel children and juveniles that have demonstrated fire setting tendencies
- Work with operations personnel in reviewing and completing pre-fire plans, Fire and Life Safety Surveys, and residential rental property inspections
- Work with the Fire Chief to conduct recruiting, hiring, and promotions
- Conduct disciplinary investigations, as requested, and report findings to the Fire Chief
- Maintain fire department records and submit reports to the appropriate county, state and federal agencies, as required
- Serve as IT liaison
- Perform duties of a fire officer and/or incident commander when needed
- Perform other duties as prescribed by the Fire Chief

- Need at least High School Diploma/G.E.D. or higher
- Valid Class B exempt driver’s license
- Minimum 5 years of experience in the fire service
- TCFP certified Structure Firefighter
- TCFP certified Fire Investigator
- TCFP certified Fire Inspector/ Plans Examiner I
- TCOLE Basic Peace Officer (optional)
